A sin. Tranist funds for operations and capital do not come from the same pot. However, in this environment, to build a terribly expensive per mile train to nowhere-for-many-years is a slap in the face to transit users, and virtually guarantees RT will have trouble for many years gaining voter confidence for any operating or capital money. Not only that, this line which they say will run from R Street to Richards Blvd. will have terrible ridership because it doesn't go anywhere, and therefore it will have a terrible operating ratio and add appreciably to RT's operating budget -- which will then be at the expense of other lines which actually carry people that will then have to be cut. My suspicion is that RT will make it part of the Gold Line and pull up the tracks into the Amtrak station, which will make Thomas Enterprises happy and allow then to go full bore on the new Stadium and completely screw rail riders who will then have a 4-5 block walk to transfer between the Capital Corridor trains and light rail, instead of the cross-platform transfer available now. All the writing is on the wall as they slowly screw us to feed the obsession with the Railyards Moneyhole. This is not going to end well. Indeed, it is not going to end, only bleed.

Moving the tracks was the first step in destorying the intermodal depot, building the stadium the second. Sacramento doesn't understand and doesn't give a damn about the rail infrastructure of Sacramento for passengers. The first adds a walk that breaks the connection for commuters (long walk, miss their train). The stadium makes everyone have to thread thru hordes of stadium goers on game nights, and crowds out any expansion. Horrible, horrible mistakes. Stupid Sacramento.

Moller has been saying five years in the future since the 60's. His office in Davis is a dump. If you call it's like, "press one for flying cars, press two for almond butter". Seriously. Flying cars take way more fuel than cars, on a mass scale we'll use gobs more fuel. Isn't that what society is working to get AWAY from? You can't change the laws of physics, it takes energy, lots of it, to be free from the bonds of earth.

Advocate, Brook Taylor is right on. You have the "bums, lunatics, thugs and drug dealers" walking outside the heavily city-subsidized rich-persons-by-any-standard Citizens Hotel restaraunt/bar picture windows, and the contrast is stark, like if the hotel opened the door the contact between spector thought Pont was rude or if he had violated food preparation rules because things were so hectic.
Unless and until the economic development actually occurs, this line will be known as the Homeless Express. Running empty trains back and forth from an abandoned industrial area will only serve to drive up RT operating costs. The best idea is to mothball the sucker until they can extend it.
