Xavier, I too live in the neighborhood of the Target location, and have also been wondering what was going on there. I also worked in the former Devleopment Services Department in 2007, when an application for a Target came in. However, the location for the proposed Target I came across was for the lot on the North side of Hwy 50 (between 50 and the Lightrail station). Anyhow, I am very much interested in what has happened and how it is that there was no opportunity for public comment on this project. I would also like to know any other information you may dig up on this matter... As you may know, the building/planning department in this city has a somewhat soiled reputation. And rightfully so! I would also like to extend an offer to assist you in your search for an answer... As I said, I live in the neighborhhood.
Planning: that's probably what happened. However, it's my understanding that you can not categorically exempt potential impacts to historic/cultural resources.
William: Have you seen any environmental reports for this project? I have not been able to find anything on the City's website. It would seem to me that substantial impacts to the potentially significant "underground sidewalks" from this project should have triggered some sort of CEQA review.

It's my understanding that the event was the brain-child of the Galleria Management as evident by the fact that Mall Management had contacted local news agencies ahead of time to be there for the event. The SCSO is a wonderful (if not under recognized/appreciated) cultural institution in our community and is operated by a dedicated and responsible president, board, and artistic director, they do not just leap into a half-baked idea let alone on a whim. I suspect that the Galleria Management had much more to do with this event going south than is being let on. Even if the mall management had no idea of the event, do they not keep track of the number of occupants in their building? Do they not have a responsibility for shoppers safety to enforce the maximum occupancy limit established by the fire dept?
