All bicycles come with serial numbers, which, in the event of a bike being stolen, is all the Police need to enter that bicycle into the stolen system. Taking the time to have citizens bring up their bicycles so that the Police can put on an additional, and totally unneeded and useless number, as well as write out the serial number for the owner (What? They couldn't figure that out on their own when they bought it?) is a huge waste of time and money that could have been much better spent focusing on something else.
