The easy solution is that we vote on the strong mayor initiative & it doesn't go in to effect until the next mayor is elected. But as-is, Johnson has put too much effort in to getting strong mayor passed for me (and it seems a lot of people) to be completely comfortable with his motives.

I don't think there's a need to zoom in on the alcohol license here. An alcohol license provides its own set of potential problems for sure - but the bigger picture here is how difficult & frustrating it can be every step of the way for someone to open a business in Sacramento. Most of the people I know who have opened businesses in Sac have had an incredibly frustrating time of it. The biggest complaints being the slow pace, how vague it all is, and the deluge of surprise fees. I used to entertain the idea of having my own business but after watching friends go through the process, no thanks. I don't need the grey hairs.

I find it strange that you're basically giving the thumbs up to forcing good businesses out of their locations. These were 3 businesses that seemed to mutually benefit by all being next to one another. How do you feel about what happened on K Street with Joe Sun, Records on K, Morelia's tacos etc? Talk about a shortsighted, foolish move.

It's not remotely the same thing as a new business replacing a failed business. I don't expect new businesses to always be something I'm personally excited about. But I do have a problem with good businesses being forced out for no good reason. It's not really a matter of personal taste - it's just shady.

And Esoteric Records decided not to re-open downtown so now they just have the one store on El Camino. I applaud Beers for making it work at their new location but they get nowhere near the amount of foot traffic that they used to. I think it's a fair point that the Beers/Esoteric/Capitol Garage complex that was forced out sounds an awful lot like something the city would now propose to revitalize things.

I hope this works out. When I visited Paris a few years ago it was awesome how many people were using these. The program will definitely be hindered by having to return the bike to the same place you got it though. I understand that with the limited amount of bikes there's really no way around that but it will limit the usefulness for some people. Also, with only 12 bikes, it seems like the visibilty of this program will be super small!

I wonder if there can ever be a bicycle conversation without this being brought up. This is being done for the cyclists who follow the rules of the road. It's a great idea and one that should have been done a long time ago. You will never be able to do anything about bikes on the sidewalk any more than you can do something about unsafe drivers.

And there is something to the idea that bike lanes don't always feel safe. If you notice, these lanes are being added on to existing streets that weren't exactly designed with bike lanes in mind. Yes, the painted lines will make some cars give you a little more room but bicycles aren't getting any more actual space than already exists on these streets. It would be awesome if these streets were brought down to two lanes with REAL room for bikes (as was done on L St some years ago - a GREAT biking street BTW) but of course people would raise hell if that happened on J or 10th.

And I like that a local coffee shop is in the airport. I really can't see why you have a problem with it. As has been mentioned, there is still a Peet's in the airport. It's hard to believe that your opposition to this is purely on moral grounds - especially in light of Starbucks' well-known business tactic of opening next to local coffee shops. Anyway, it seems here that the ONLY way to get your business in to the airport is by being connected, so the problem here seems to be with the selection process, not with Old Soul.

I'd say 30 minutes is more than "a bit strict". I agree with some of what you're saying here but 30 minutes is pretty much just setting up a scenario where it's not worth it to be a food cart. It just seems like an unofficial ban to me.

To me the great thing about food carts (and I'm definitely thinking beyond taco trucks - more like Portland's street cart areas) is the way they can influence a city's cuisine. People with a lot more culinary innovation/inspiration than money have an outlet with these carts.

Would I be mad if I owned Crepeville & a crepe cart parked it outside my reastaurant? Of course. But that doesn't really seem to be the MO of these vendors for the most part. I guess I just feel like, when I eat at one of these carts, it's because that's what I'm in the mood for. It's not like I'm on my way to Cafe Bernardo, see a taco truck & go there instead. If your restaurant is good, you should have nothing to worry about. If it's only sucessful due to it being convenient, well, maybe that wasn't the best long-term gameplan.

Agreed about taking some constructive efforts with the neighborhood at the start. That's interesting to me that the ABC rarely denies a license - I wouldn't have guessed that.

So suppose there are one or two neighbors who flat out don't want a place that serves alcohol in their neighborhood - despite the efforts of the owner to address concerns? Is it more common that the permit just gets restricted to the point of the owner possibly giving up on the location?

Interesting article. You make a good point about the ABC restrictions. It's crazy that someone's whole business plan - if it includes alcohol - can be dashed due to these restrictions. It seems like the fair thing to do in this case would be to issuse a temporary ABC permit & see how things pan out. Or have an annual review to see if things remain workable for the neighborhood. It just seems really ridiculous that someone from the neighborhood can block a permit based on what MIGHT happen. I'm sympathetic to a neighborhood's concerns for sure - it just strikes me there could be a fairer way to go about it.

Very nice, balanced article David. And Jim, come on, how is this a political stance? Barton has spoken favorably about Johnson & the SMI in the past - this article contains no tone of smugness or satisfatcion in the way things went down the other night. In fact, if anything it has a tone of disappointment. The crux of this issue, as someone mentioned above, is that the council & the voters would most likely be open to putting the SMI on the ballot if it simply did not take effect until the sitting mayor's term ended.

There are plenty of alleys blocked already with no real negative impact. Every alley between 19th & 20th is blocked because of the tracks & several in Blvd Park for those enviable shared yards. I'm somewhat cautious about change downtown but I see no problem with the limited blocking of an alley for something that will benefit downtown.

The alleys really don't get used all that much & I agree with Stella, there's something cool & European about alley businesses. They seem special. I even like that little alley between J&K that houses Alley Cuts & a few more businesses.

OK Marion, I'll pretend I'm some young kid who you're schooling if it will make you feel superior. I'll pretend my first shows weren't punk shows in the 80's put on by Stu Katz/Clear & Distinct Ideas and that I haven't played more basements, backyards & parking garages than I can possibly count.

I realize very well whose contributions I've benefitted from and Jerry & Kevin are pretty far down that list. And this isn't some sour grapes. I love Jerry Perry & think he's a great guy.

Also, are you calling the current Sacramento music scene a "profitable inferno"?? Is that based on the attendance & success of the Concerts in the Park?? I think it's great that these bands get to play to a lot of people but I've played CIP as have many, many of my friends & trust me, it doesn't really lead to a larger audience. The CIP are a great way to wind down after a Friday at work, people watch, drink some beer & be entertained by bands. But the size of the audience at those events in NO way mirrors the size of a crowd at a typical Sacramento show. Ask any band that's played a CIP & most likely they'll tell you that their next show after the CIP had a somewhat larger audience & then it was back to normal. Why do you think bands like Agent Ribbons, !!!, and Grubdog move elsewhere when they want to try & get to the next level? Because Sacramento is simply not a very big supporter of live music. From the City's policies right on down to the people themselves. Honest question - how many shows do you go to a month? Maybe it's a lot - but I feel like there are a lot pf people here who pay lip service to live music but don't do much to support it.

As far as profitable? I'll assume you're talking about the promoters there. Local bands get paid VERY little almost across the board

I've played in bands for a LONG time & recognize their contributions but I've done plenty well without their help. The reason this rubs people the wrong way is because these guys always get the lion's share of credit when local music is discussed & there's a lot more to the story than that.

Two-way traffic, two way light rail, pedestrian sidewalks AND street parking? Would that be the deal? If so it seems like K Street would be a pretty tight squeeze. I still haven't heard any compelling arguments as to how this will improve K Street. I'm not totally against it but I do feel that before any more money is thrown at K St that there should be a decent amount of certainty that this would do something. These new businesses that the city seems excited about (pizza place, mermaid bar etc) don't seem to be generating any excitement outside of the developer's circle.

However, I greatly dislike the land swap idea - it's complicated, confusing to your average voter & reeks of shady business to me.
The thing I like about this series is that you're going places that a lot of people who read this site don't really consider. Whenever I become familair with a city, I think it's funny to look back at the places I went when I first discovered it. They're ineveitably different than the places I end up frequenting when I become more familiar. It's cool to see Sacramento discovered by someone with no bias towards anything. I mean, the Clarion bar?! Totally random but also awesome.

It's simple. Provide a bike lane & I will ride in it. When the bike lane goes away, I take each scenario as it comes. If I feel safer on the sidewalk then that is where I'm riding. I assume most anyone would do the same in a similar situation. Cyclists have just as much right to feel safe as everyone else.

"Sacramento will never be a destination city outside of the Central Valley. Once we get over trying to make it into something it will never be, we can get on to creating a downtown that will serve the natural audience, only then will it ever be successful."

Absolutlely. The people who choose to live in Sacramento & who love living here are always swept under the rug in favor of some mythical new, exciting target audience. The thing that gives a city it's personality are it's people. Businesses that reflect the people help illuminate & further define what those people want & like and eventually a city personality emerges.

In the last 20 years Sacramento has thrown so many bad ideas against the wall to see if they would stick (they haven't) - all the while ignoring (or worse, being embarassed of) the very down to earth type of person that chooses to live in Sacramento. My friends from the bay area love Sacramento for the laid back qualities that they're missing in the bay area. Not for the trying-too-hard wannabe upscale crap the we've been failing at forever now.
