    <content type="text">Some cities in other states have that capability but we don't here in Sacramento.  It is a good idea and it has been addressed before.  I'm sure that as technology continues to change, there will be some type of texting feature in the feature.</content>

    <content type="text">CCC, there is something that you can do about your  neighbor's dog that's been on a barkathon.... The general noise ordinance for the city of Sacramento states that between 10:00 p.m. and 7:00 a.m. the following day are the times in which officers can enforce the ordinance. Citizens can call the non-emergency number and have an officer dispatched. We will give the involved parties a warning. If the problem continues after we leave and the police receive a second call, we would then cite the concerned parties. The city’s Animal Services Division, as you already know, handles barking dog complaints. They will give you a chance to correct the barking issue, especially because you weren’t aware that your dog was so vocal. Call the number of the Animal Control officer that issued you the notice and start a dialog. Their main number is 264-7387.&#xD;
&#xD;
The city’s Code Enforcement Division is responsible for the investigation of complaints of ongoing and aggravated noise which require monitoring with sound level meters, or which are of a habitual or mechanical nature. Two common examples are a garage or residence being used as a rehearsal hall, or local bars where music or amplified sound disturbs those residing or working in the area. You can contact the Code Enforcement Division at 916-264-5948 if you have questions.  The public can use their on-line form to register complaints.</content>

But think about it....priorities are just that....you wouldn't respond to a noise complaint before an assault-with-a-deadly-weapon call or a robbery-in-progress or any other call that is violent or is effecting public safety.  Believe me....our officers are chasing from call to call.  Check out our annual report.  You can see for yourself what has been happening crime-wise in our city.</content>

    <content type="text">The law still applies, even for limos.  We do cite people for vehicle code violations pertaining to modifications.  As far as why you see vehicles that don't get stopped, I can only tell you that if there is a higher priority call pending, or if an officer is enroute to a call, or if they have a person in the back of their squad car, they won't do any such self initiated activity.  Most officers are going from call to call...its not an excuse, but essentially the reality.</content>

    <content type="text">Whoa!  This is the deal...I am surely not saying that every young teen or adult who wears a long white T-shirt,or has a long hair style is associated in a gang!  I am looking at the totally of the circumstances here.  These youths are usually between the ages of 13-19 that I a referring to.  These are the youths that are causing problems in the neighborhoods; vandalism, thefts, selling drugs, bulling others, etc.  These are the youths people call us about, asking us to do something about the problems they cause.  These are the youths that are bringing a criminal element into the schools.  &#xD;
As I said before, the police have been working hard at targeting the gangs as evident by the drop in crime.  The gangs are trying to find ways to continue sell the drugs, and comit other crimes.  Gangs still sport their colors; however, this new trend is growing.  It is what it is.  The police don't have any hidden motive.  If you are going to dress yourself in a long white T-shirt (the shirts go down to their calf area...and yes you can buy them cheap at Walmart, but that's not their motive when they buy them), wear red or blue ties in your hair, hang out in gang areas of town with other like members, don't be suprised if you get stopped by the police...rightfully so!  Which takes me to another point.  This isn't necessarily a color thing.  Gangs cross all ethnic lines.  I'm not going to get into a racial battle with anyone here.  I just wanted to clarify that we will continue to stop gang members and their associates regardless of their race if it means keeping the people of our city safe.  Everyone has the right to be safe in their neighborhoods!&#xD;
Rhonda, you should watch the public service announcement the department made a few years ago about gangs and what to look for.  Go to www.sacpd.org and click on the PSA about gangs.  The gang detective in the segment is Chris Mouzis.  He is our most seasoned gang detective.  Listen to what he says about youths and gangs...then form your opinion of what the police are doing, and why.  &#xD;
As for me, I do this not for personal gain.  I have been writing the "Ask Officer Michelle" column for over 3 years on our department blog and in several other Sacramento periodicals.  I do this because I truely believe in my department and I honestly want to help inform people with this feature.  I have been with the Sacramento Police Department for almost 19 years.  If there is a question or topic I don't have the expertise in, I consult the specialists who have more insight than I.</content>

    <content type="text">Yes we do have Community Service Officers (CSO's).  They aren't sworn officers however and don't do any enforcement action.  They take reports on incidents like cold burglary calls, search for missing persons or take vehicle accident reports.  They are invaluable to us and help us out quite a bit.</content>

    <content type="text">There is not hidden agenda or conspiracy...the POP teams are alive and well, and fully staffed.  They aren't given city cell phones and only possess their own.  If they give their own personal cell phones out to citizens, then that's their business, but it is not required.  If you want get ahold of a POP team member or the Sergeant, you can call either 566-6401, or 277-6001 and ask for a member of the POP team for the respective area you are trying to reach.  You may have to leave a message, but they will return your calls.    They don't always work the same shifts.  Sometimes it may be a day shift...sometimes a swing or night shift depending on the needs of the community.  You can get other contact numbers for specific sections of the department by going to www.sacpd.org.  There you have it...nothing up my sleeves, no cloak and dagger.</content>

    <content type="text">I am so sorry to hear your story.  I have seen it so many times in law enforcement.  I have seen rehab work for teens.  Sometimes a month of soul searching is the kickstart he needs.  He needs to remove himself from his drug contacts, and those who contribute to his delinquency.  That is the biggest challenge.  The drug "e" has a whole subculture and a lifestyle that goes with it.  You sound like you gave given him a good foundation to draw upon.  Don't take blame for his temporary lack of judgement.  I hope this works out.</content>

    <content type="text">I love the look of a flower garden in the front yard.  I think planting flowers is such a great solution and probably uses less water than a lawn.  You can also plant different types of flowers at different times of the year for a 365 day bloom.  Thanx for writing this...it has inspired me!</content>

    <content type="text">If you've already spoken with the head pastor of the church and the problem persists, you can call our Problem Oriented Police Officers for that area at 277-6145.  They can speak with the pastor or the administration and explain that it is an ongoing problem for the neighbors.  Good luck with that!</content>

    <content type="text">There are city ordinances that talk about noise desibles and such; however, the bottom line is that if the noise is loud enough to where it is disturbing your peace, then it is a problem and you can call us.</content>

    <content type="text">There are several California Vehicle code sections for "modified vehicles," or vehicles that have been altered to make a louder than normal or stock noise.  We deal with these types of vehicles on the cruise.  If you can pinpoint the vehicle, we can do something about it.  Catching them in the act is the challenge.</content>

We would compile the information and start our investigations.  Sometimes its as easy as a probation search to solve the problem.  Sometimes it took a long time to solve the problem.     <content type="text">It is easy to evict a renter if they are involved in criminal activity.  If a landlord doesn't evict a tennant who is involved in criminal activity such as selling drugs, then they are liable and can be fined by the city.  When we arrest a renter for drugs, we usually send a letter to the property owner.  That way the landlord knows about it.  On the other hand, it is next to impossible to evict a person who owns thier property.</content>

We routinely do buiness checks and have a dedicated unit (Entertainment Team) who deal with the downtown bars.  We also work with the Alcohol Beverage Control (ABC), a state agency, that keep the bars in line.  If there is an ongoing problem with a bar, the ABC will investigate.  If the problem is substantiated, they will pull their liquor license.  Sometimes for a period of time....sometimes indefinately.
