    <content type="text">I relate to the person who saw a person getting a ticket on the day after thanksgiving in the neighborhoods...they should not be circling the neighborhoods when there is clearly not a parking enforcement problem. If you are circling an area where there is clearly no problem then u are clearly just trying to siphon revenue from your citizens and their friends which is wrongheaded...Years ago I quit a downtown workout club after getting two tickets at 805am on Saturday...it turned out the parking scooters were garaged in an alley a 1/2 block down from the odd fellows bldg where this basement floor gym was...everyone knows how bad parking is 8am on Saturdays downtown.</content>

    <content type="text">This event just reminded me that India and James used to do ballet, from the age of three - see http://youtu.be/eEmtD52XoyQ and http://youtu.be/WbGcb4GUC_o respectively to see them in their prime. Sadly they had to give up for creative (and financial) reasons but I was wondering if it's worth giving them another shot, or if it's already too late? Billy Elliot was 10 or so though wasn't he?</content>

    <content type="text">A red zone is for Emergency vehicles only (fire and ambulance). The Sacramento parking enforcement agency as well as this driver needs to be cited by local authorities. Not only should this individual get a ticket but should have a point on his or her employment record. If there was a fire in the area and the fire department was not able to get to it properly this agency could be held liable for criminal and civil negligence and possibly be charged for somebodies death or even be liable for the cost of the structure. Check your California vehicle code (aka: cvc) (links are also posted). If they try to say its allowed in their policy, well think again. Policy cannot override the law at all. If they want to stay in business and not loose money on a huge civil claim follow the law like everybody else is held to the same standards. Huge liability on parking enforcement’s side OUTRAGEOUS!

    <content type="text">Exactly. The whole aggressive ticketing thing is hurting business and chipping away at the quality of life of those of us who live here. When I saw a guy getting a ticket on my block on Thanksgiving Day last year I knew this city had gone too far. Even my friends in San Francisco thought that was outrageously wrong.</content>

    <content type="text">More troubling is the fact that many of these antique shoppers are coming from outside Sacramento for a too rare, excursion-y visit to our fine city.

Right or wrong, if I had just rolled in from Caucasian Heights with pocketfuls of knick-knack cash, and then found a $50 ticket on my rig (and on a Sunday and under a trash strewn freeway underpass no less) I might be a little less interested in hanging around SacTown for brunch.

Especially when you see over by 5th &amp; W we seem to have permanent RV campers homesteading the underpass in ticketless bliss.  This city need to be reminded of the tenet "tax just the things you want less of".</content>

    <content type="text">Remember all those PSA's you see on the tube that go something like..."The more you read...the More you know" ? Usually delivered by a familiar face.

Given the propensity of receiving a parking ticket in any urban environment....it can't be stated enough to know the rules and pay attention to the signs, curb markings, fire hydrants, residential parking permits, hours of enforcement, driveways, crosswalks, handicap parking spaces etc...

My own standard rule of parking downtown  is "if in doubt...don't park there...especially at an avg of 50 Bucks a ticket. Sometimes a garage is the simplest solution....or better yet...a bike, walking shoes or public transit.

Parking isn't cheap....just read any of the white papers, postings or publications of Donald Shoup

I would suggest you read the comment above that relates to City Codes, the exemptions afforded parking enforcement vehicles/officers, and the specific difference between a simple red zone and a Fire Lane. There is also a big difference in ticket cost.....$52.50 vs $112.50 for the Fire Lane. You won't find an exemption for Fire Lanes in the above cited code.

As noted above 10.36.130A...which is what the pictures clearly show..

10.36.130 Curb markings to indicate parking regulations.

     The parking manager may place and when required by this title shall place the following curb markings to indicate parking or standing regulations. Such curb markings shall have the following meanings:
     A.     Red means no stopping, standing or parking at any time, except, as permitted by the Vehicle Code; and except that a bus may stop in a red zone marked or signed as a bus zone.

This is not a Fire Lane...only a painted curb marking...that means No Parking Anytime...except

"shall not be construed to prohibit the stopping, standing or parking of parking control vehicles while such vehicles are being used in parking control enforcement"

The More You Read...The More You Know....or sometimes are just more confused.</content>

    <content type="text">It's not the vehicle code that exempts them....it's the Sacramento City Codes...as long as they are within the parameters of performing their job. If they are illegally parking on personal time such as on their lunch break..that is not permitted.

Sacramento City Codes

10.48.170 Applicability to parking control vehicles.

     The provisions of Sections 10.36.020, 10.36.030, 10.36.040, 10.36.130(A), 10.36.130(B), 10.36.130(C), 10.36.130(D), 10.36.130(E), 10.36.170, 10.36.180, 10.36.190, 10.36.210, 10.36.240, 10.36.280, 10.36.290, 10.40.080, 10.40.090, 10.44.030, 10.48.150(A), and 12.44.050 of this code shall not be construed to prohibit the stopping, standing or parking of parking control vehicles while such vehicles are being used in parking control enforcement, provided, however, that this section shall not supersede provisions of this title, which expressly refer to or regulate parking control vehicles.

     As used in this section the term “parking control vehicles” means:

     Any vehicle used by an authorized official of the city during the enforcement of parking and registration regulations pursuant to the chapters of this code and the California Vehicle Code. (Prior code § 25.10.185)

So, if tickets were being issued by the officer assigned to that vehicle, during the time frame of these pictures being taken...no foul.</content>

    <content type="text">The vehicle code does not exempt them.  The "exempt" on the license plate means th vehicle is exempt from registration fees, not from the law.  Parking in the red zones is allowed ONLY by "emergency vehicles," DURING emergencysituations.</content>
