As someone who grew up in Davis and lived there for many years, I have to note that the UCD Police are one step above a mall cop: overfed, overpaid, and overzealous clowns. These guys spend the majority of there time ticketing people for bike infractions and chasing drunk undergraduates in a sleepy college town, and act like extras from an episode of SWAT.

By the way, the officer in question, Lt. Pike, gets paid $100,000 a year to perform these difficult duties.

Ah, yes. The usual smug anti-bike blowhardery. My experience is that drivers get hostile any time someone -- on a bike or on foot -- gets in the way of their precious Happy Motoring, and act out like spoiled children.

I have been commuting by bike for 30 years and it never ceases to amaze me that there are people who want to insist that all bike riders are brazen scofflaws. I drive, and I bike, and there are generally the same number of inconsiderate, rule breaking jerks in both camps. The difference is that one is driving a 5000-pound machine that can kill.

Bottom Line: We've been putting up with this preposterous saga for several years, and meanwhile, ticket prices have gone up, the team has gotten MUCH worse, and you can't even bring a bottle of water into Whatever Arena because they want to shake you down for every last cent. I enjoy the Kings (I was there last night, and it was a blast) and professional sports, but we don't have the money to build a new arena and the Mal-Oafs want to move their team. We have nothing to lure them to stay, so many of us are willing to reluctantly, disgustedly willing to give up.

What you're suggesting -- and I don't disagree -- is more enforcement of public drinking laws, which of course will require a increased police presence.

And yes, I agree, it would be a good idea to promote activities for the younger set that would divert them from the Second Saturday activities that, in my observation, they don't participate in much anyway. (My personal opinion is that they are there to be seen and to see the opposite sex, not view art or participate in most of the other activities.)

Perhaps moving youth-oriented activities to a nearby parallel event -- say, at Fremont Park or Chavez Park with a supervised (enclosed?), under-21 with music, etc., could help contain younger folks without resorting to the draconian hand of curfews, bans, etc. Business could still sell food and whatnot there, and perhaps pay a fee for a booth to fund the security and other needed infrastructure.

You're right, and acknowledging this fact is a good start. It would also be smart to realize that this kind of behavior is largely that of young hotheads who are just showing up, not to take part in any of the event's activities, but to hang out, socialize, and swill booze, as if the neighborhood were a nightclub. The problem with the curfew approach is that many of these antagonists are of legal age, and many of them are of drinking age. Other than increasing law enforcement, I'm not sure how you solve the booze problem.

At risk of repeating the obvious, this event is a victim of its own success; it's good to see the city leadership trying to solve the problems rather than eliminating the event. In any case, this kind of incident could happen during any big event where the only requirement for entry is the ability to just show up. It's great to be inclusive, and I'm not suggesting otherwise, but it's a given that every large crowd will have its jerks.

I agree that the Cal Expo land should not be just given away to developers, but I am not sure the State Fair -- a shopworn event if there ever was one -- is a worthy of holding this prime land hostage. Surely, if we don't want to make this available for development, we could find a better use for the land than the State Fair, RV/Boat/Garden shows and harness racing. I think that making the "land grab" argument fails if the land sits idle except for tired and forlorn events such as the ones it hosts now. The land deserves to be used for something that enriches the lives of its citizens, and if the local governments can't manage it, I am open to discussing private alternatives. Not all developers are bad, and not all of their projects are terrible.

There are probably dozens of good arguments for not building a new arena or redirecting focus to mass transit, but saving the "beloved Cal Expo", which has all the charm of a East German government building, has to be the worst I've ever heard. In fact, anything that removes that multi-acre eyesore can't be all bad.

Strange that people from the GOP such as recent heart scare victim Rush Limbaugh, (who dogmatically frame themselves as the party of responsibility) do not want people held fiscally accountable for their bad lifestyles when they involve overeating or smoking.

The national health care fiasco is that the government funds unhealthful food with Ag subsidies that result in a epidemic of obesity and its attendant ailments. If people will not tolerate being ordered as to what they can eat, how much they can weigh and how they must live their lives within the law, then that's fine: they can pay more for the privilege.

Not sure I buy that. Whatever. It was not my intention to attack you. I was criticizing your article, which is not the same: "This article is so scattered and disorganized it is barely readable." Perhaps it would be better if it said: "This writer is so scattered and disorganized he is barely readable...I felt like I was walking into the middle of an argument, and a not very clearly articulated one at that."? I'm sorry if you took it the wrong way, but if you read my comment, I am criticizing the work and not the man. This is the nature of intellectual debate. It may also point to a major failing of a community "newspaper", in that the work does not get fully edited or reviewed by an objective outsider before publication. You see, give and take is part of the normal process, and it has its advantages: the work is improved, and the writer learns to take criticism as a vehicle for improvement, not as a personal "accusations". (I am "accusing" you of...what exactly? Being incompetent? That was not my intention, and I am sorry if I was unclear.)

You also say that "...from nearly the first sentence stated your bias. When that attitude is demonstrated there is no basis for meaningful exchange of ideas or opinions." "II live in this area and would like to see the bins implemented." So, you closed your mind because my opinion disagreed with yours. I don't see how merely disagreeing with someone demonstrates a lack of basis for the exchange of ideas. I thought it WAS the exchange of ideas. No?

As far as your reply not being a personal attack, I think you may have lost your perspective. You use the pronouns "you" or "your" seven times; I did not use them once. Please reread your comments and reconsider their possible meanings. It my be useful for me to reword a couple of your comments and see what you think:

"The issue also requires writing skills in order to articulate the complexities and far reaching adverse effects--something you may not have done heretofore."

"Have you thought of taking a course in remedial writing, reasoning, and comprehension?"

Do these consider these personal? I would. One last point. I can tell from this and other articles that you are passionate about the problems in your neighborhood, and I commend that. But if you want to get people to listen -- and come to your causes -- you may want be less hostile and thin-skinned.

The handicapped or those who need assistance could employ the same method they use for their other bins. (I personally take out the bins for elderly neighbors.) The claws are noisy and inefficient.

Also, the fact that "Lloyd Harvego gives campaign contributions to George Bush & the Republicans" does not necessarily make this a bad venture. Perhaps a level headed evaluation of this, without the hysteria, would be nice. But you lose me when you foam at the mouth.

This technique has been used by companies in many industries in the last year or so, and I have my doubts whether it will work in McClatchy's (or any other newspapers') case. In general, this plan is simply temporarily juicing the profits without building any long-term value or growth.

This can work if the business model has a future, but the bare facts are that McClatchy is primarily set up to produce a product that has little or no future: a daily printed newspaper. Much of its infrastructure and assets -- from the presses and expensive union laborers to run them to the trucks and newsboxes to distribute them -- are now of diminished value, and even if they sold all of it and went to an Internet-only model, it will not be enough to offset their debt.

Thus you have the very real possibility of a death spiral: profits down, employees cut, new staffing levels cannot maintain the level of service required, customers bail out, revenues drop, and they cut again. This pattern can repeat itself until the business slams into the ground.

Perhaps if the cranky Midtown residents toned down their rhetoric, (less self-righteous, perhaps?) they would find the "spouting of the same old cliches about Midtown" less common, and the discussion would be more fruitful.

I am tired of people's obsession with making Sacramento a "World-Class City'". I don't care what the city's "image" or "brand" is: I want the city to be a great place to live, raise my kids, work, play, and retire. I don't need to live in a "World Class City" to feel good about myself, and I don't need Chamber of Commerce flacks to tell me what items our city are required to get to make it one. I don't care if people know our city's name.

The phrase "World-Class City" (or "Premier" or whatever) is a subjective and therefore artificial and meaningless. Making this subjective and non-tangible characteristic a goal of our city's growth planning is dumb. The best cities in the world are the ones that seek to be great places to live, not ones that seek to be world class.

If safety is such a pressing issue, I additionally would like to see better enforcement of traffic laws for drivers on streets on which there is pedestrian (and bike) traffic. My children and I have nearly been run over several times by drivers in midtown (usually J and L streets) when we were crossing a street on foot legally. The bottom line is that Sacramento, even in high-density areas, favors the automobile over the pedestrian or bicyclist. Pedestrians and bicyclists would have more respect for laws that limit their behavior if there was better enforcement of laws that protect them.

Get Over It yourself, Bob. No one is saying that RAD aren't allowed to express their own opinion; if they owned the station, I would fight hard for their right to keep their license. This isn't about free speech: it's about an audience forcing a business to take reponsibility for their actions. RAD are free to blather whatever they want on a street corner; it is up to their bosses to decides if they want their employees to run their mouth like this on the air.

And, clearly, changing the channel is not the only option; as a listener, you can let the sponsors know that you won't be buying their products if they sponsor a show in which a host is expressing his opinion that you don't like. (This is also free speech.) Yes, RAD have a right to their opinions, but it cuts both ways: those who oppose them have a right to their opinions, and the station can make the choice that they feel is appropriate. If you or RAD don't like it, you are free to start your own radio station.
