The City of Sacramento is simply trying to keep the eight hundred pound gorilla, wages and benefits for current and retired workers, from completely crushing them. They are using the "Transit" hook in an effort to sell people on the program. They do not care about transit any more than they care if the increased fees drive developers and builders to the outlying cities and counties. Ultimately it will decrease the amount of revenue the city brings in but they will use the "projected additional revenue" in their budgeting process.
