I once saw FIVE cruisers pick up a single black teenager walking on Howe Avenue--very suddenly, all those cars came screeching up on this kid as he was walking on the sidewalk. What is it with the use of overwhelming force and the police department? Why do they need all those officers to handle so few suspects? Are they just like girls who go to the bathroom together?

People in general have no respect for other people's possessions.
**
I have people come to my home that sit on the edge of couches and arm chairs..."Were you raised in a barn? Don't sit on the arms like that-sit on the floor if you haven't been taught how to sit in a chair!"
**
I do laundry and find that people have written on the back of my daughter's clothing...in College!
**
Neighbors stomp up/down their stairs shaking the entire building, without any thought to the rest of owners.
**
People receive mail in error and keep it for a week.
**
As for this story in particular:
What kind of mother doesn't check on the children?!
Where the kids even in car seats that were properly strapped to the vehicle?
OH - Bad Parents Tick Me Off!
She probably wanted out of there because she didn't have valid insurance.
People buy the policy to give "proof" of insurance to register the vehicle then let it expire...keeping the card!!!

This information presented in this article is somewhat inconclusive. We aren't told how many home sales this is based on, nor are we told actual averages for each neighborhood in the Sacramento area. Furthermore, we don't know if this average of 50% depreciation includes the County or is just based on the City of Sacramento. I'd say the information is anecdotal in this respect.

I feel that most people are echoing that same statement; they are stuck in their houses and wish that somehow they could've foreseen the values plummeting when they purchased their homes when the market was flourishing. It is absolutely the best time to purchase a house right now and most likely housing prices will continue to plummet for the next few months. While this is one upside to the recession, those that are forced to sell their houses because of their circumstances are receiving the short end of the stick.

Hey, good citizenship, Jeske, and also i applaud the caution you took in not overtaking/passing the flaming ford. I know that this seems unrelated, but I heard it from a tow truck driver last week that among the various "distress" calls tow-trucks respond to these days, several of them are burned up cars - and it is indicated by the severity of some of the burned remains that these fires are intentionally set as kind of insurance fraud scam. Not that this was the case last Saturday but it gave me pause to think. . . really? There is such potential for explosions due to gasoline/diesel etc, which puts innocent bystanders/responders/property at high risk. I get the willies thinking about some shady characters out on the road. Since you said, "It seemed as though there was no one around or in the car and there was no one calling police or anything," I guess it sounded more suspicious than if the ford owner was on site... Keep it safe!

Actually the three strikes law has been abused. I believe it should be redefined to make sure only the worst of the worst are imprisoned, not putting someone away for stealing a loaf of bread. I have one offender in the California prison system. That monster killed my grandson. He would have only gotten 25 to life out in 12-1/2 had he not three striked to 75 to life out in 38 years. I have no problem with three strikes being used as it had been intended. But it has been abused and as such should be amended to protect those who need not be incarcerated for minor offenses.

LOL Down is up...Up is down...Liberals want to re-define the term Justice... Somehow repealing the very successful Three Strikes law is Justice?

This law does not put non-violent offenders in jail..it's just that simple.

Violent offenses include murder, robbery of a residence in which a deadly or dangerous weapon is used, rape and other sex offenses; serious offenses include the same offenses defined as violent offenses, but also include other crimes such as burglary of a residence and assault with intent to commit a robbery or rape. In California, "Three Strikes" mandates an enhanced sentence for any third felony conviction so long as the first two felonies were deemed to be either "violent" or "serious," or both. (Google California three strikes)

So this law puts repeat, violent career criminals in jail where they belong.

One jumped off a cliff near the Foresthill Bridge, another jumped off of a commercial building, of the 3, this was the only one that ended in death. It is a disturbing concept for me, further confusing by the public and dramatic methods utilized in all 3 attempts. And I don't care how they fold the napkins at Poncho's, I care about the vibes. Adam's critique (sans Posole), is quite satisfactory to the "safe-to-say-it's-real-Mexican food" crowd. The real die-hards can always go hit up a van on Fruitridge and Stockton. Many Mexican restaurants only serve posole on fri-sat-sun. An exception to that is the Placitas north of Power Inn on Florin. And for the viewers to call this "Tent City" is more disturbing. Most needs food, money, or jobs and not to notice a descent home or shelter. Fpr the most part this is not a city this is open land that people deciding to make a living in America.
I can't help but I would suggest to the officials in that city to visit and challenge themselves to fix their problems and don't just ignore it. 1. build sh

But I have to add that for California the loss of of in patient mental health facilities really compounded an already tough situation a couple of decades ago. Many of our homeless are mentally ill and housing is simply not enough. A comprehensive solution is absolutely possible, but are we willing to make it happen together as a city, state and nation?

It's a homeless-advocacy issue because without those units (or their replacement) where do you think the people living in them will end up? If, as you say the rules don't have any teeth, homeless advocates should be working to make sure they do. They should also be working to make sure all new devleopments have a 15% -18% set aside to fund the construction of new units to house those currently living on the street.

Or we can talk some more about "root causes" or complain that folks who get concerned when they see squats along the river don't "see the homeless as people" and we'll see where that gets us.......

Tom: The SRO ordinance is not a program, just a vague set of rules. One problem is that it isn't a homeless-advocacy issue, because people who live in SRO hotels are not homeless. Developers aren't really involved in the process, nor do they have an end of the bargain to hold up: even according to the letter of the SRO ordinance, the owners of the buildings are not the ones responsible for replacement housing. The city is technically responsible, but they don't have the funding or authority to build replacement housing.

William, Sacramento’s SRO ordinance is a good program, but you are correct that it needs teeth to be completely effective. Most developers would gladly forgo having to fund replacement units. Homeless advocates must make having developers live up to their end of the bargain a priority.

Unfortunately, we have certain advocates more than happy to complain about “root causes” and make a sideshow out of decrying legitimate police enforcement of anti-social behavior. Drug dealing to those living on the margins should never be tolerated. Nor should squats along our river, which contributes to the defilement of a natural resource, and makes many recreational users feel unsafe.

What ends up happening is the two join forces to perpetuate the problem. Developers are allowed to not fund low-income housing programs and homeless advocates get to pat themselves on the back at how empathetic they are. This is how our city actually ends up actually advocating for tent cities along our river, as if it will help alleviate the problem. Meanwhile, the homeless will continue to flourish.

Although I do not disagree with your short term handling and would give it my backing 100%, I feel little effort has been put in to understand the root cause of this phenomena and why our nation has far more homelessness than virtually every other developed nation on the planet.

I have fixed bikes for the homless as a volunteer for the Sacramento Bike Ktchen. Im not talking from some ivory tower. I feel the worthlessness these tortured human beings are experiencing . Yes they need shelter, yes they need food, but more than that, they need a SENSE OF PURPOSE.

Italy for example has no social programs for the homless but they do have a fierce sense of loyalty to family and hardly ever abandon their kids or march their young men off to war so senslessly as we do here.

All Im saying is lets apply some prevention to the ever increasing numbers of homelessness and stop putting little bandades on every social issue that explodes out of control. I used to live in Portland when Ron Reagan turned loose the warehoused disenfranchised. They came in droves up to Portland on account of the numerous soup kitchens and tent cities under the numerous downtown bridges. I listened to them as they spouted over and over again actual war dialog as if they never left Vietnam.

Thanks for standing up Tom for the homeless. I get your point I really do. But the source of this contagion is the antisocial hawks in Washington and their legions of legislators with no reality what war really brings back to our culture.

Wait till we have to deal with the Iraq soldiers after they too inturn are kicked to the curb by our pathetic government in a bubble. You wont be able to build cheap housing fast enough.

Laura L: Urban renewal in the 1950s/60s was based on demolishing residential neighborhoods. It happened all around the country, but in Sacramento it was focused on the area around what is now Capitol Mall, between J Street and R Street. This used to be Sacramento's most densely populated area, a mixture of single-family homes, boarding houses, apartment buildings, and residential hotels. Thousands of residential units were demolished. A number of new units were built, including some garden apartments (what is now Capitol Towers) and some low-income housing projects in several sites outside of downtown. But the number of new residential units was only about a quarter of the number of units destroyed: 75% of the housing was not replaced at all.

TomRunge: Sacramento's SRO ordinance is completely hollow. In the 1960s, Sacramento had about 5000 SRO units. In 1986, we had 1,013. When the SRO ordinance was enacted in 2006, there were 712. Since then, two hotels have closed with no replacement housing and no relocation plan, leaving 636. Another hotel is mostly vacant and will probably close this spring, leaving 531 units. They are providing a relocation plan (and no, the units they're moving to aren't necessarily "better," just "other") but there is no plan for replacement. There are a couple of plans on the way to build an SRO replacement, but that is years away and does no good for people being displaced now.

Only one SRO in Sacramento has on-site support. The rest are pretty much on their own.

This is not gentrification. San Francisco's homeless problem is a direct result of the complete removal of the South of Market SRO hotels to make room for the Buena Vista Neighborhood. (Moscone Center, MOMA, Metreon). When those cheep rooms were removed from the market, you saw a huge explosion of people living on the streets.

Sacramento currently has a one-for-one replacement requirement if any SRO units that are taken off the market if the buildings are redeveloped. Unfortunately we have about 2000 folks that are “chronically homeless” and the best place for them to live would be in SROs with onsite support. Instead of wasting money on tent cities, repeat trips to the hospital, and ineffective law enforcement that just pushes the problem around, we need to start building new SROs and fund onsite case workers.

William, you are absolutely correct. The rise of the homeless population in America is directly tied to the failed urban renewal projects of the mid-20th century. San Francisco in particular lost many of the SRO housing that was perfectly suitable for very low- income individuals. Sacramento needs to make it a priority that this type of housing is included in all future developments.

We also need to accept that many folks will never be able to live what most would call full productive lives. For those that have special needs, we cannot let them live out in the elements and be subjected to predatory drug dealers. They must be assigned supportive housing. It may seem counter-intuitive. but if you factor in the cost savings from repeated trips to hospitals and less law enforcement intervention, it is the most cost effective way of dealing with chronic homelessness.

You must have a real low tolerance for our neediest citizens if you want them to live in the elements. They need to be placed in supportive housing.
Municipalities probably prefer to avoid sanctioning "tent cities" because they are an admission of failure. Very few people WANT to be out on the streets living in tents. Sanctioning a tent city basically says that a city is incapable of housing its population.

Homelessness has become a real problem since the destruction of most of this country's low-cost housing as part of "urban renewal" in the mid-20th century. Until we find a replacement for that lost housing, PERMANENT housing, homelessness will continue to be a big problem.

I was looking into writing a story about these "tent cities." Indeed the city has discussed the sanctioning of these settlements, because they are going to be there, in order to police them for drugs and avoid excessive pollution. These cities have been around for a long time and yes, people of all types (families, druggies, young adults just kicked out of the system) find a home in them.

What to do about it? It's hard to say. But as William said, we can't pretend they don't exist anymore. And as programs that can help these folks are cut, and more people find themselves in this situation, the cities will grow.

"Tough love" is what we need. It's not humane for these families (yes, families) to be living there, and it's not good for our city nor the rest of us. Many cities have created "tent cities" that provide temporary housing and shelter, yet Sacramento officials have been resistant to the idea. We have to stop pretending these folks are invisible. Law enforcement should do their job and if we have to pay more taxes to provide temporary shelter, so be it. Continuing to ignore the problem won't solve it.

Ive often wondered what our solutions are. As of right now the only solutions are in prevention.

What you see in Adams thought provoking photos is way too late on the chain of events. The quantity of homeless beings is staggering and a grim reminder we are not "the greatest country in the history of man as likes of Shawn Hannity will tell us.

Education in our country is one of the most expensive and ineffective in the developed world IMHO. The uncooked stats do not lie.

Invest in self not stuff and give a lending hand when you can. Giving a homeless fellow a sense of purpose can help. The old sac community is very compassionate to our homeless often giving them things to do. Its amazing just a little sense of purpose can do for the down and not yet out.

The authorities know about these camps already. The problem is, what do they do? Tell them to move on? They'll just move someplace else. Bring them to a homeless shelter? We have about 700 shelter beds and 3000 or so homeless people in this city--there isn't room for all of them. The shelters have waiting lists. Take them to jail? The jail is full too, and costs the city more than putting them all up at the Sheraton. Give them a bus ride out of town? That's how many of them got here in the first place. Connect them with social services? Good luck, social services are being slashed, if you're not in the system already you probably can't get in.

I have been commuting to work on a bike for 20 or so years, and have had relatively few close calls, though, you are right, there are plenty of clueless and distracted people out there. I currently ride from East Sacramento to Natomas, a ride that runs the gamut of challenging traffic situations. A few things that I have found that are helpful for avoiding problems:

1. Choose a route carefully. If you have regular destinations, find the safest way to get there. This may not be the fastest or shortest route, but taking an unsafe or unpleasant route to save five minutes makes no sense. Find streets with dedicated bike lanes, signals that are timed rather than triggered by cars, and residential streets. Talk to people, check SABA and other maps to calculate the best routes.

2. Make sure you can see that a driver sees you before you commit to a turn, entering an intersection, etc. This is not always easy with the amount of glare on windshields, and tinted glass, but unless you know that a person sees you, do not ride forward.

3. Get a rear-view mirror. There are several styles of rear-view mirrors available out there. I have them on all of my bikes, and they are a godsend. Trust me: once you get one and are used to using it, you will never -- ahem -- look back.

4. Avoid getting "doored". I have been doored (hit by a door flying open from a parked car) only once, and that was enough. When you are riding down a street with parking on the side, ride far enough away from the cars so that you won't get hit if a door flies open. This may mean you will be partially in the car lane, but if you have a mirror, you can keep an eye out an veer out of the way when a car comes. If there is so much traffic that you can't do this, it's a good sign that the street is not good for biking on regularly.

5. No headphones. I break this one all the time, but really, why shut down one of your senses if you don't need to? If you just can't ride with out audio input, I recommend listening to podcasts or audio books, which block out less sound than music.

6. Don't be a jerk. I am also occasionally a driver, so I realize it is not always possible to see all and be perfect. Try to realize that most people are not jerks, and that if they blow it, cut them some slack.

There's a quick list of things you can do to avoid problems. I'd love to hear some others.

However keeping a lid on IMHO reashures me that if I do go down I will have my switchboard intact, All recovery of the body goes thru this place also known as the brain. Terra incognita is the most valuable space of the bod this lifetime cyclist thinks.

Helmets also have vents for cooling your cranium while its overheating I have one of 2 taillights attached to my wonderful helmet. The light is more visable to the zombiafied driver who never sleeps or has an office, kitchen and/or powder room in his/her car. I dont mind cars close to me. Its a good time to wink at them as they drive by. This brings me to one very important point. Its very important to communicate with motorists as well. For example blow a kiss to a motorist that waves you through. In other words acknowledge to them that you are there and I am here. Cyclist usually do that to each other but its even more important to do this with motorists.

I ride every day to 3 different jobs and I have to say I get great treatment from motorists BECAUSE I refuse to be a hater on them to use the younger generations slang. If you want to talk about hate and misunderstanding watch how motorist treat other motorists! Now THERE is some heavy friction! Dont get me wrong Its not all kumbiya out there. But as the old saying goes clean hands lead to a happy life! Another good philosophy is live and let live.

As both a bicyclist and pedistrian I have come within inches of being hit in crosswalks and driveways where cars cross the sidewalk in front of pedistrians or bicyclists. i witnessed a father with his toddler almost run over in a cross walk two days ago. I have walked daily to and from work for over 8 months and my observations are that people are in too big a hurry. The cell phone doesn't help, but is just a symptom they do not have the time to pull over and take a call. Many drivers still holding cell phone despite handsfree law.

A very informative book called "Traffic" by Tom Vanderbilt-which was mostly about car traffic-discussed some biking issues. His working theory (which agrees with cognitive psychology research), is that people see what they expect to see. When there aren't many bikes or pedestrians on the road, drivers don't expect and aren't particularly conscious of them. So, the more bikes we get on the road, the better. I was struck by how courteous drivers in Portland are, to bikers and walkers, and I think that part of it is they're just used to sharing the road.

Bicycle advocacy groups exist; it isn't a bad idea to look into joining local groups like SABA or FABA that specifically lobby local governments to improve conditions for cyclists. Though midtown seems to have exploded with bicyclists in the last couple of years, it doesn't seem that drivers have adapted to the new traffic mix. Specialized traffic controls like dedicated bike lanes are going to help, but the biggest thing is just to be visible and assertive -- drivers that are aware of you are drivers that will only hit you intentionally.

Ring your bell, yell, or blow your horn often in traffic, especially so when overtaking a car or the driver's on the phone. Participate in group rides (Critical Mass is an example, leaving from Fremont Park the last Friday of each month at 6:00 PM) or at least with a buddy whenever you can. Make sure you and your bike are well lit and easily visible, day or night. Ride in the middle of a traffic lane whenever possible; you'll be directly in a driver's line of sight, and the California Vehicle Code says bicyclists are required to ride as close to the roadside edge as possible, except when a lane's not wide enough for a bicyclist and car to safely share it or it's unsafe for the bicyclist to do so. 15th, 16th, and J Streets are textbook cases for "taking a lane" -- an open door on a parked car is a definite safety hazard to avoid, and the left- and right-most lanes aren't wide enough for a car and bicycle to share. With all this said, try not to be a jerk when riding; drivers are probably going to resent or hate bicyclists no matter what, but you don't need to give them reason to do so.

Personally, I've also noticed that drivers seem to drive a lot closer to me when I'm wearing a helmet, so I've taken to riding lidless, though I'm not sure how that cost/benefit works out. I also try to ride just a hair unpredictably, to keep drivers on their guard but not frustrated enough to do something rash.

Seriuosly! Drivers do not pay enough attention. One time i was riding my bike and this car came out of now where and hit me knocking me to the ground. the car stopped, not because i was hit but because the driver was trying to parallel park. That's when she backed up over me. then she pulled forward and ran me over again. she backed up once more and ran over my torso with the tire. when she parked i stood up, brushed myself off and walked over to her window. "Hey lady! You just like totally ran me over like four or five times!"
she hung up her cell phone, shrugged her shoulders and said "So." Then i died.

I, and a few of my friends, have actually been hit by cars while walking. And I was on the sidewalk! Drivers definitely disappear into their comfortable worlds that exist in that car cab. Motorcycle riders call them "cagers." They feel comfortable in their cages and are almost oblivious to their surroundings.

I don't know exactly how we can help improve this, but we all do need to be careful out there.

Yes! I'll be riding home tonight myself, and I am constantly reminded how careful I need to be. On the other hand, I have also been run INTO by a cyclist - while I was in my car! Still have the scratches (on the car) to prove it.
Adam, how can we at SacPress be more proactive in encouraging civil cycling in our city? If we're lucky, Sacramento is going to become a major biking city - and competition for space on the roads is going to grow more intense.
I wonder how much the city is doing to look out for cyclists?
The same goes for pedestrians. I was almost run over by a woman in a white SUV a couple of weeks ago - I was in the crosswalk, had a green light and "white" walk man, and she was just in a hurry. Looked right at me before she cut me off. Couldn't care less.

I was reading through the budget today and things look bleak. It's difficult to say exactly where we can squeeze $41.6 billion from in our tight budget. Some of the programs they are looking to cut (Permitting of Child Actors Board, for example) won't hurt us at all, and the consolidation of redundant programs is a great idea, however, these add up to pennies compared to the larger picture.
The UC and CSU systems are already feeling the squeeze as campuses across the state have been cutting programs in preparation for the cut budget.
I'll be interested to see what happens. Times, they are a-changing.
