    <content type="text">A request to the worldly...put aside your well earned cynisym for a paragraph or two...don your imaginations...and visualise me this...

Sacramento's Cultural Arts Riverfront, a necklace of arts and culture stretched like pearls along the living artery of our river - the Crocker, an ode to the visual arts; a brand-new state-of-the art perfoming arts center; a large event center; museums; restaurants...all along a walkable riverfront promenade.  A living riverfront.

That's the proverbial bid-assed, hairy, audacious goal...but my worldy friends, one that is already in process.  The Crocker is up and has reset expectations and impressions about Sacto's high-end art scene.  The City is pushing through parts of the river promenade.  The haute-restaurant scene has already reached Old Sac.  The event center (my name for the long-winded Sports and Entertainment Center) is finally in the eye of a furious civic debate, which suggests it is finally real enough to sweat over.  

Ironically, the event center may also hold the keys to a new perfroming arts center on the river.  If AEG is truly interested in operating a 20,000 seat event center where they may book, say, 200 shows a year...is it possible they would be even more interested if there were also 2,000 seat venue that could book another 400 shows a year, adding another stop for their touring acts?

Other generations have left their marks on this city...rail, a raised grid, ag canning, the Citizen, Elks and Memorial Auditorium...the list is long.  But for all those accomplishments, no one has opened the riverfront.  Perhaps we can do that...and frankly, given the realities of economic development, we need the gravity of an event center to see that happen in this lifetime.  

I'm for it.  The details of the deal, the place and the surroundings matter... a lot. But to say "no" closes many doors, while saying "yes" gives us the chance to do great things.</content>

    <content type="text">This can work, and frankly it HAS worked.  Four years ago, the City combined the Design, Preservation and Planning Commissions to review the Railyards project.  The process was wildly successful as the focus and energy of the public, and the commissioners, lasered in on issues of joint concern.  Duplicative comments were reduced, the developer (ahem...) could not play hide-the-ball between commissions and the synergies of bright minds in a room together lifted the level of dialogue.  

To Lisa's comment re "ugly" projects, the Design commission of course in not an aesthetics commission, but reviews project's conformation with existing guidelines...something City staff does already, and frankly, with the quality of the remaining staff, does very well.

My only concern, expressed by Michael Notestine, is the logjam looming when the economy resumes.  The seperate commissions worked well to stagger project reviews...when development resumes, staff staff (and certain activists) may wish they had another round or two of hearings to slow things down.  Personally, I think it's a smart move.</content>

    <content type="text">Hoo-ray and it's about time.  Kudos to the City for seeing throught the fog of public opinions and making a meaninful investment in K Street.  Next step...open K to the river.  I'm sure that sounds impossible (and it might be) but the benefits of stronger links between downtown, Old Sac and the river are pretty fundamental to rivercity.</content>

    <content type="text">But for the issue of complexity, the closer these two projects are tied, the better.  They are synergistic, aspirational and definingly urban .  Beyond fostering regional co-operation (with it's many benefits) it opens the door to national attention and investment in the region.  Let's be sure the calibre of the product matches the calibre of the participants.</content>

The real benefit of a regional effort to bring an event center downtown...is the regional effort.  Denver had regional cooperation and was able to leverage it into a first tier city people are proud of.</content>

Midtown is happening, Township 9 is happening, Discovery Science Center is happening, R Street is happening, K Street is happening, Setzer is happening, there's a hurricane of an event center process happening, Downtown Plaza will be happening someday soon, the new courthouse is happening, Sutter is happening, midtown-adjacent is happening.  Beyond that, there are dozens of projects on the boards ready to happen, the AIA is about to launch a Sacramento aesthetic project.  Collectively these will define this age in Sacramento and if what I've seen is true, we are headed into a very liveable future.&#xD;

    <content type="text">You're right on the money with respect to the unsustainabile nature of suburban development Rodney but harsh on this project in my opinion.  It looks like their residential density is well north of 100 units per acre.  Most of the grid is rejoicing at this project as a great step in the right direction.  Later, if projects like this can create the buz we need to attract significant urban populations, we can go higher.</content>

    <content type="text">This effort is so important.  Forging regional cooperation would be the single most powerful economic tool for the Sacramento Valley since the refrigerated boxcar.   &#xD;

If this group is able to break through the parochial thinking of "mine, mine, mine" and establish a regional framework, an event center is just the beginning.  The framework could be used to push regional transit to Roseville, Davis and Elk Grove, alleviating our highway issues; engender the co-operative growth planning that SACOG, Valley Vision and every forward thinking organization has been urging for years; empower regional marketing efforts to attract the businesses, workforce and tourists we need to "grow the pie" so we're not eating each others businesses; fund the cultural amenities program we need to elevate our game to national standards.&#xD;

Great leaders have always said, "united we stand, divided we fall" and it's never been more true for us, here, than now.</content>

    <content type="text">There's a great win for Natomas in moving the event center downtown PW, and that is clearing a perfectly sized and located parcel for a regional mall.  The City wins from greater sales tax revenue and Natomas wins because much as it "loves" the arena, it'd "love" a new mall even better.</content>

    <content type="text">Anthony, regarding use of the Railyards area at I-5...it's a tremendous opportunity.  Consider the attributes; 1) it's contiguous to the Sacramento River and connects to the American River Parkway so connects directly to every bicyclist/jogger who has access to the parkway.  A destination ready to be created.  2) It's dry in the winter.  3) it's shaded and cool in the summer.  4) Yes, it's "rumbly" with traffic, but you could also see that as viseral energy pumped into the environment constantly.  Perhaps not great for a living room or office but GREAT for a dynamic, urban playground.  And that could be the idea.  A dynamic, "outdoor" urban playground, like Muscle Beach in Venice, but with a unique Sacramento vibe.  BMX trials, skating, rock climbing, bike mecca, court games, weights, music, dance...a place where the active, fit, outdoor Sacramento lifestyle is celebrated, enabled, allowed and fostered.</content>

One thing that struck me about Ryan's talk was her notice of people who have chosen to moved TO Sacto, and that they are the kind of forward focused souls who make a difference.  When she asked for a raise of hands of these transplants, and over half the audience (of movers and shakers as David called them) raised their hands...well...it gave me great hope that the combination of native love (and energy) joined with transplanted energy (and love) will create that Sacramento worth being homesick for, or as I see it, the Sacramento it aspires to be.</content>

But the recent spate of shotgun robberies in midtown draws a circle around my home and our laws constrain us from defending against armed robbery.  Descriptions of the perps or their cars would help watchful citizens assist SacPD.  I appreciate not wanting to encourage copy-cats, but publishing those details could inform the "eyes on the streets" we tout as the key to safety.  If that's what you're suggesting DWB, yes.</content>

The problem with world-class is the elevation.  We need a linguist to come up with a catchy two word phrase for "beautiful, diverse, historically rich and forward thinking City poised to become a major 21st century metropolis".  &#xD;

Then we can discuss what drives that, how it's financed, what it feels like, looks like and even smells like...instead of the phrase.</content>

    <content type="text">Major transportation projects have always been publically subsidized (Federal interstates, state hwys, etc) but they've largely subsidized sprawl.  The Intermodal subsidizes urban renewal...and if an event center can be part of that, we bring Federal and State dollars to Sacramento.  Our tax dollars have long gone to build LA and SF, maybe its time some of theirs come here.</content>

    <content type="text">The beauty of the rendered concept (by Populous btw, they rarely get credit) is that it is not an arena.  It is a intermodal transit center with Amtrak, RT, streetcars, buses, taxis and bike links.  It is a visual and performing arts center, it is a historic public plaza where the mayor can hand out the keys to the city and it is an event center for 200+ nights of entertainments of all kinds.  You don't want to fund the Maloof's part?  Understood.  The rest of it cement's Sacramento place as THE crossroads of the great Central Valley.</content>

Coming on the day he wrote another great op ed on the Tea Kettle movement, the talk failed to speak to the day, but instead to a well worn pitch.&#xD;

Don't get me wrong...I agree with 98% of what he says...I'm one of the "everybody's" that Mike McKeever refered to.  There's something in the man's ability to express a problem/solution that I admire.  It's just that this message was fresh two years ago.  &#xD;

I was delighted by the crowd through.  Sacramento is clearly a hotbed of green and if the mayor pulls off only one of his initiatives, I hope it is to help this become the emerald valley (ok, two...and an arts capitol).</content>

    <content type="text">"Jobs' in public funding usually equal around $35k each...as this does.  Touting jobs in this recession makes perfect sense.  &#xD;

The fact is that while the economy is in recession, construction is in a depression with 40% unemployment and hundreds of thousands of skilled workers in desperate conditions.  These infrastructure projects are a lifeline to an industry that built everything we interact with in life except where we hike.&#xD;
&#xD;
If a little smoke up the ass is the price we pay to put people to work...bring it.</content>

    <content type="text">The best part of the evening, in my opinion, was that a couple hundred people who care about where this City is going, got together.  This city is alive.  Restore K Street?  Hundreds turn out at parties to lobby for their favorite developer.  Seriously, think about that.  Favorite developer?!?   Yep.  Need an arena?  Hundreds turn out and the web is full of opinions for and against, and every stripe in between.  People debate the merits and follies of every proposal.  We're clued in, we care, we talk about it like New Yorkers talk about the Mets and Yankees.  Have a dead downtown mall?  Have a cool underdeveloped rail street, or railyard, or historic hotel?  Folks in this town are on it, have opinions, express them, lobby for and against them.

Dustin and his buddies putting on a show for everyone (btw thanks Crest, thanks Cosmo) is just part of the menu of a redevelopment activist community that lives and loves the grid Sacramento.  If this energy can be harnessed (and financed) what will happen here in the next decade will hone this city to an urban place where people across this country will be saying..."have you seen what's happening in SACRAMENTO?!"</content>

    <content type="text">Actually Mr. Curmudgeon, cities have been the natural living environment for humans for the past 5,000 years, excepting the past 50 or so when cheap energy seduced us into thinking, as you do now, that suburban living was the bomb.&#xD;

We don't need totalitarian measures to get people to congregate, we do it instinctively.  Solitary cavemen were eaten.  We do though, need to attract suburanists back to the center and that happens through good design and convenient lifestyles.&#xD;
&#xD;
So hang on.  Cheer up.  It's happening before your eyes and someday, your grandchildren will find the idea of living in a sterile faux tuscan subdivision as alien as you may think urban living is now.</content>

    <content type="text">By the time the Mayor began "discriminating against the community" the council had listened for over an hour and a half to the community on this issue.  I thought the Mayor and Council showed remarkable patience and restraint.  &#xD;
&#xD;
There are some issues that overwhelm the process and this is one of them.  Did you have something so unique or compelling to say that no one had already said?  If so use this space to air it instead of this...which is beneath your usual contribution in my opinion.</content>

    <content type="text">Anyone familiar with the regulatory environment the building industry operates within knows that projects proceed or are halted by the interpretations of sometimes conflicting, often complex layers of overlapping regulations...not by greasy backroom deals made by galoots for hire...the simplistic and inflamitory opinions of most commentors notwithstanding.</content>

Themed restaurants died a fast food death years ago of course...this one was just slow to go.  K Street, the indigenous heart of downtown Sacto is better off for it.  Imagine how cool a Tower Cafe would be there instead...</content>

    <content type="text">If we come to our senses and rein in suburban sprawl, downtown and midtown densities will be MUCH higher in the coming decades.  In my mind the question is not how to retard urbanization, but how do we shape it.  Frankly, objecting to every progressive issue (Old Soul, alley activation, logos...etc, etc, etc) dilutes the effectiveness of lobbying to preaserve what I assume is a genuine love of place.</content>

    <content type="text">Regardless of the well intentioned thoughts on what K Street SHOULD be, the market has spoken on the issue of circulation.  It left.  It left a decade ago.  It didn't hold community meetings, it didn't outreach for concensus.  It left.  &#xD;
&#xD;
Sid Garcia-Herberger described it perfectly at Tuesday's CC meeting when she described the rejection after rejection she got trying to lease space around the Crest plaza because...there was no traffic on K.  Maybe you think she doesn't really understand some deeper urban planning truth about K Street, and didn't describe the situation properly to the tenants she was trying to lease to...and maybe pigs can fly.  If there is ANYONE in town that "gets" K Street, Sid does.&#xD;
&#xD;
There are many reasons for K Streets' decline and it will take many solutions to re-invent it, but from a tenants perspective, no one will lease space on it without auto traffic.   Housing will help tremendously and that's in works.  But even there...the private developers who will invest, and the City who will invest public funds BOTH agree auto circulation is necessary.&#xD;
&#xD;
If Sacramento had a derth of pedestrian friendly environments, maybe there'd be justification for prolonging this failed experiment...but it has miles of the finest walking streets anywhere.  We all know it and love it.</content>
