What this article neglects to mention is that the waiting list for housing is only open for a few months every 2-4 years, and before you can have the chance to get on the list, they must place 30,000 families seeking housing.

It also neglects to detail how SHRA funds are regularly used to fund development that will only go to connected developers for expensive projects, not low-income housing. We have a serious need for more low-income housing in the country that is being ignored in favor of more malls and office buildings.

The office on 12th street is a joke--a bunch of make-work jobs telling people to take a number so they can get a number so they can wait. So yes, the website looks fancy, but the outcome for people desperate for housing is nil, unless you want to live in a slumlord building in Del Paso Heights.

"HUD has a housing choice voucher program known as Section 8 for elderly and disabled people, very low-income families, and homeless or otherwise-eligible veterans. Recipients use the vouchers to rent or buy housing."

The real issue with 'affordable housing" is that the real estate market has spent years investing in high-dollar commercial buildings and expensive single family homes so the pool of units for working people is close to nothing anymore. In Sacramento, the waiting list to be put ON THE OTHER WAITING LIST has been closed since September 2006. There are 35,000 people waiting to be placed who must be permitted residence in low-income housing before they even open the OTHER waiting list. No joke, and it's almost as bad in other states.

The other option, controlled units, are all in scarily decrepit neighborhoods. This has been a direct result of the neo-conservative effort to make government small enough to drown in a bathtub. Have you ever been to the housing department on 12th Street? It's like Grand Guignol or some surrealist nightmare--half the building is closed down and empty, the only information desk is just referring people to a website that refers one back to that office and they have no applications or programs to offer except a few slumlord rental companies that might have a pile in Del Paso Heights for rent.
Some days I wake up convinced this is the 15th century.

Great story Ms. Kriz--thanks! It sounds like the perfect life-experience to become a book...?

I lived in Oak Park for a few years in the early 2000s--38th and Y St. 'hood. Never had a problem, loved my neighbors and once I even left my car unlocked overnight (accidentally) with a camera and lenses and equipment in it--and no one took it. The suburb where I live now has had two house robberies on this block and 3 stolen cars in the past year. The "urban myth" of the dangerousness of Oak Park needs to end. The suburbs are just as bad.

"mmahood" you are not fooling anyone--you are a shill. Nestle invests money but the profits all go to the corporation, and the plant will employ about 25 people or less when operational. The point is that bottled water is energy wasteful, environmentally deleterious, and we could put those people to work building low-income housing, new schools, or simply helping others, rather than working for a massive and crooked corporation. The most disturbing part is the nefarious nature of the inception of this venture--the water is not owned by the business OR the city, it is owned by the people of California.

It's always good to follow your instincts and educate your children!

For further edification please keep in mind:
According to the BJS National Crime Victimization Survey (NCVS)--

http://www.ojp.usdoj.gov/bjs/cvict.htm

Since 1994, violent crime rates have declined, reaching the lowest level ever recorded in 2005.

Property crime rates continue to decline.

The NCVS is one of the Nation's largest ongoing household surveys. Survey data tell us how many rapes, sexual assaults, robberies, assaults, thefts, household burglaries, and motor vehicle thefts U.S. residents age 12 or older and their households experience each year.

According to the Federal Bureau of Investigation's Uniform Crime Reports,--

The violent crime rate decreased 1.4% from 2006 to 2007. From 1998 to 2007 the rate fell 17.7%.
The property crime rate decreased 2.1% from 2006 to 2007. From 1998 to 2007, the rate fell 19.5%.

The FBI's Uniform Crime Reports Program (UCR) collects information from local law enforcement agencies about crimes reported to police. The UCR crime index includes seven offenses; homicide, forcible rape, robbery, aggravated assault, burglary, larceny-theft, and motor vehicle theft.
For more information about the purposes and advantages of the UCR and the NCVS, see The Nation's Two Crime Measures.

The true measure of a community is gauged by how it treats its most vulnerable citizens. In America, we profess to be "Christian" and "enlightened" but the methods we use are barbaric and fascist. The "power" in this country is reserved for the priveleged, and corporations deserve welfare but people do not. Since mental illness continues to be taboo, it is easy to scapegoat the ill; they won't fight back. These policies illustrate another way we continue to blame the victims--whether they are sick, poor or undereducated.

OMG! Her "hairdresser moved by itself!" Mr. Roberts--I applaud your evident enthusiasm and dedication to this subject, but your prolific pieces are unreadable due to bad editing, elementary execution and bad layout. I also feel like I am being spammed by the number of posts which eventually end in advertisements for your services, or the services of someone with which you are affiliated.
I apologize--I misconstrued your statement. I was merely stating that not all older people have the luxury of family, nor do all families have the resources required for extended elder-care. In that case, I would much rather have my government step in than deny older people basic human dignity.

And I laud you for your service to your family, as I did the same and can understand the sacrifices, and congratulate the fact that life has treated you fortunately enough to be able to be generous. Of course we utilized all assets from the estate for years before the necessity for IHHS. My family member managed to out-live her assets and our retirement fund (which was liquidized to pay for her care) and our savings. So you see the imperative that required state/federal assistance.

"The opiate of the masses" is how Marx characterized religion--and while I wholeheartedly support people's right to religious affiliation, I also support and affirm the right to be free from religion.

Well, who have you taken care of thsas, day in, day out? What if no one is available in the family to meet the need? Until you have experienced the need I suggest you refrain from judgement that is inherent in your statement. I sincerely hope you aren't left pooping your diapers at age 80 in a state-run nursing home, and that your capitalistic acumen has allowed you to take advantage of the system to your own benefit to the degree that you will never need help.

Since I don't drive at all, should I decline to pay any road taxes and let all the actual drivers pool their resources to pay for roads? What a mess this state would be then! The "strategy" you recommend is a slippery slope you know...If you will notice, family DOES come first in many cases but the resources they are/were able to marshall are highly variable and finite. Not everyone believes in the opiate of the masses either. Would you prefer to see a bunch of older people withering and dying in vacant lots?

As a former IHSS caregiver, I quit working a "real" job that had potential for development to care for an elderly relative 24 hours a day, 7 days a week, who was incontinent, bed-bound and had dementia. This "job" wasn't going to get me "up a career ladder." Yes, I wish I could have afforded the expenses myself, but I take pride in the fact that I was able to save the state thousands of dollars a month by avoiding moving this relative to a Medi-care paid nursing home. I was nowhere near compensated enough for the work I did, as I was only paid for 40 hours a week, and had almost NO institutional nor medical support. The portrayal of these workers as cheats is highly offensive--they work harder than most state government workers do.

This is a tragedy for the entire Sacramento metropolitan area--ALL demographics, not just the poor and mentally ill. Expect an increase in police shootings (similar to what happened to the mentally ill man in Folsom 6 weeks ago) and general havoc as the sick are left to rot. What kind of a society do we live in?!

Also, I have worked at the main jail and contrary to what you state there are NO actual mental health services there--the third floor is a 24 hour lock-down floor where they remove ALL clothing and do not provide any medication for up to a week due to the complete mismanagement of the medical contract there--they are very understaffed and woefully untrained. There is also extremely limited space for the mentally ill and they are usually housed in the general population. Remember, this is a jail that has had 8 suicides in the last few years and used the "prostraint" chair to control inmates. It is barbaric.

We have sunk so low; California is equivalent to a 3rd-world country. I am ashamed to be an American.

The two "opposed sides" are not really in opposition--everyone with an ounce of humanity wants to help the poor, sick, and dispossessed. The issue is that the federal government has for very many years eliminated the social safety net and given more money to the already obscenely wealthy, arms traders and corporate tax cuts. We have allowed the housing assistance programs to be starved, the food stamp program to be severely cut and any kind of assistance has become incredibly difficult to obtain--and I know as I help people access these programs. People who demonize the ill and ignored are not only beyond the pale of the human heart but functionally acting like 4 year olds--if i close my eyes it will go away!

One of the most cost-effective and ecologically benevolent choices employees could make is to use a bicycle to get to work. Sacramento is flat! I ride every single day and eat every single thing I want and have an excellent BMI, an excellent mental outlook, and know I am one of the people making a choice to change our environment for the better. Habits are hard to change but they are just that--habits. As I ride along on these terrible air days, I see an average of 9 out of 10 cars containing ONE SINGLE occupant.

If more employers would offer the proper facilities for employees to store bikes and provide showers/lockers, the whole equation would change. With the route cuts and fare hikes in Regional Transit, the ability to use pedal power must be emphasized. Until we each feel an individual responsibility to change, nothing will transform, including the abhorrent state of our air or the deplorable health of our bodies.

Mr. Crandall, you are having a difficult time, but asking "Where did we go 'wrong'?" or questioning why, or what could have been done differently will not serve you nor your son. Many people take drugs to find relief from an underlying mental illness or simply from boredom, and the desire to change one's consciousness is an integral part of the human drama.

I have dealt this situation in my own family in regards to marihuana. I took away all his access to cash and removed the door from his room for a while. No TV, no computer, no phone. Though, there are never any quick or easy answers, and the fact that you are willing to wrestle with the question is laudable. But I will concur with a previous reply in wondering what good you hope to achieve by "publicly outing" your son? Shame is NEVER helpful, for the addict or the family.

The "rehabilitation industry" is just that--an industry run for profit, and often can exacerbate problems with teenagers by inciting a cycle of rebellion, which is already an issue in these situations. That said, the substance your son is choosing to use has serious, long-term deleterious effects on the brain and nervous system that can cause lifetime impairment, so I urge you to seek whatever effective help is within your means, but please do so with unconditional love. You have not done anything "wrong" and neither has he-- this is simply another aspect of being fallibly human.

Another option is to call the police. No negotiation, no discussion. Better to have CYA involved than wait until he is 18. It is an exceedingly hard choice.

This is typical of a surveillance society--the ILLUSION of safety trumps the reality. Wouldn't it be nice to have a "beat cop" doing actual work in our communities instead of scarce resources spent on questionable technology that may or may not deter crime, which also has questionable utility in the judicial system ?
How very disconcerting that the people who need it most continue to be denied basic services. Making access to affordable transportation even harder in this economic climate will further depress the employment market, cause increased illness and crime, and keep people from becoming educated or even interested in their communities. We can continue to subsidize people driving and contributing to the destruction of the environment (and these long-term costs/impacts are never truly figured into the equation), but we won't let poor people do anything but zone out to crappy television at home. Our cultures' priorities are the most despicable, inhumane and unjust--from healthcare to transportation, the whole paradigm is just whack!

This is in line with the prevailing American attitude that "those people are useless anyway and don't deserve any respect." In America, not only are you "on your own" but they would rather you get sick and die than receive needed treatment. No, we can't cut subsidies for developers or reimbursements for council members or the outrageous pay and overtime perks of the prison guards, but those crazy, sick people can just DIE because it's THEIR FAULT they are sick! That's how Americans think and what they believe as a whole (not ALL of you of course). If it doesn't MAKE MONEY, well, F**k it!

I'm not sad about this, just more suicidal. My odyssey has gone on for many years, trying to get non-existent help here in Sacramento. And since I have no more mental health insurance (which, being Medi-cal, made me wait TWO months to see a psychiatrist who will then refer me to a "community clinic" staffed by techs and untrained staff predominantly, and will only be able to give me the oldest, most dangerous and ineffective psych meds because Medi-cal doesn't not pay for the better ones) I may as well do it right away and quit waiting for the rest of the Haves to say "neener-neener--too bad!" to people like me.

He might be scared because they are not adequately staffed and do not have enough time or funding to offer REAL help which would require more than just a prescription and a short hospitalization. Not only do schizophrenic people suffer from hallucinations and distortions of reality, many have a much more sensitive understanding of the world and rightfully feel completely ignored, ostracized, and dehumanized. Since Reagan's wonderful idea of "mainstreaming", which has done more harm than good, we have NEVER been focussed to treat mental health issues with the full scope of care they need. The County facility is really really scary--I know. They actually over-medicate and abuse patients all the time.
