It is my understanding that the citizens of Sacramento passed a law in 1974 that reguired the city to provide loose in the street pick up. This "voluntary" program was someone's sneaky way to circumvent this law. I have lived in Land Park for 17 years and the pick up always went smoothly until someone hatched this hair brained idea. Citizens just need to be responsible and keep their piles neat and out of the gutters and traffic ways until they are picked up. If it is picked up weekly there are no health issues.

If you have mature trees and shrubbery, cutting down your prunings to fit in a can requires 2 to 3 times the effort of being able to place prunings loose in the street. Trying to match the weekends you have time available to do yard pruning with the city's loose pick up schedule it not always possible.

I would be interested in the cost benefit analysis that was conducted for the proposal to switch to containers. I estimate the cost of the containers alone at somewhere around $7 million. It also now appears the the city has also purchased new specialized yard waste trucks with front and rear bins. The only equipment partiallty eliminated was the claw and those still need to held and maintained for the scheduled loose pick up so how much cost savings could there be. I would have gladly approved several dollars in increased in yard waste collection fee if the City could demonstrate it was necessary to keep the loose pick up service running as smoothly as it did in the previous decades.

The evidence I've seen so far, indicates the City made a huge mistake by adopting this program and ignored decades of evidence showing loose pick up was working adequately. They should have spent a fraction of the money educating the small number of citizens who were not following the rules for loose pick up and left the containers with whichever bureaucrats brother-in-law they bought them from.

Just to be clear, StrangeWalker. We are just looking in the recycle bins. Just trying to encourage people to recycle right by offering them an incentive to do so. We currently have a 30% contamination rate for our recyclables, meaning 30% of what you put in your blue can for recycling is actually sent to the landfill instead of being recycled. We want to decrease that percentage and recognize those doing a good job!

I opted out of the container program on the same day they dropped off the bin nearly two years ago even though it costs more for the loose-in-the-street service. Ever since, the claw has been picking up everyone's piles whether they had a bin or not. I sure felt stupid paying extra for less service than my neighbors were getting that had the can.

Then two months ago, with no notice, they suddenly started following their own rules about who would get loose-in-the-street pickup. For six weeks my pile kept getting bigger and bigger until I finally complained and I was told that their records showed that I had a can so they were skipping me. It took them two more weeks, while a supervisor came out to verify that I did not indeed have a can, until they finally got around to picking up my pile. All that time I'm paying for a service that I'm not receiving, kind of like the street cleaning that never seems to happen.

HMW: loose-in-the-street collection is a periodic service. We try our best to make it there weekly, but may not be there exactly once a week, especially during leaf season. If it has gone beyond 2 weeks, please call 3-1-1 to report it.
Also, if you haven't called 3-1-1 to opt out of the voluntary program, we will still have you listed as containerized so your pile was skipped because according to our records, it should be in the can. Again, just call or email 311@cityofsacramento.org to opt out of the program. You will instantly be placed on the opt out list (even if it takes us awhile to actually get the can) and your pile will be collected the next time the claw is in the area.

Eliminating mosquito breeding sites now will go a long way later in the season. Homeowners should drain stagnant water that accumulates in household containers such as buckets, tires, wheelbarrows, bird baths, pet water bowls, fountains and plant dishes. Also avoid dawn and dusk when mosquitoes are most active and wear an effective repellent.

Don't bother applying for this, unless you're a friend of a council member, and have already made it clear to them you are for higher utility rates.

The Council has no interest whatsoever in hearing what the average utility customer has to say, and they especially do not want the average customer on any Rate Advisory Commission.

Here is another resource. I recycled a ton of old computers for free at Ynot recycle. They are an approved Universal Waste Electronic Devices (UWED) and Consumer Electronic Device (CED) Collector for California. They picked up everything including printers, monitors, keyboards, etc. Go to http://www.ynotrecycle.com and you can schedule a free pickup if you are in the greater Sacramento area.

this is a great article. There is no denying it. However, if you truly want to make sure your recycling efforts are not in vain, make sure you do ALOT more research in regard to whom you choose. Many articles and news magazines are uncovering deviant schemes to fleece the "green-thinker" and actually profiting from shipping these unrecycled consumer electronics to thirdworld countries where poor folks are literally paid pocket change to expose themseles to harmful chemicals for the sake of salvaging precious metals that are sold by weight. Kind of in the notion of blood diamonds. Jus' sayin'.
