The Sacramento area needs to recognize that it has a number of social problems that should be addressed before the jobs problem can be seriously addressed. I'm sure that Johnson and many other current and past city officials realize that to grow or import cutting edge industries requires highly educated and skilled workers. My understanding is that the Sacramento area is struggling to maintain a minimum educational standard in its public schools. The Sacramento area's culture is considered on par with Appalachia.
