City Council passes final budget

More than 300 city positions will be eliminated in the coming year after the City Council passed a finalized city budget Tuesday night.

Despite impassioned pleas from members of the Sacramento City Crime Scene Investigation unit and local union representatives, the 14-member CSI unit and 45 sworn police officers are on the chopping block.

The budget passed on a 6-3 vote, with Council members Angelique Ashby, Steve Cohn and Mayor Kevin Johnson each voting against the measure.

The new budget incorporates $4.6 million in one-time resources to close the gap for fiscal year 2011-12. It also funnels $3.36 million into the city’s economic uncertainty reserve fund.

Betty Masuoka, assistant interim city manager, noted that discussions with labor organizations to work toward concessions are under way, however no concessions have been formalized that would impact adopting the budget.

“The budget before you is balanced, and we are asking the council to adopt it tonight,” Masuoka told council members.

According to city manager staff reports, the budget meets the City Council’s goals of developing a sustainable budget plan, carefully using one-time resources and balancing the impact of any layoffs with the benefit of service level decisions.

Masuoka said the city manager and the finance department staff will meet with the council over the next few months to discuss policy questions and strategies that arise from implementation of the budget.

The nearly 70 people in the audience were silent when the council took the final vote.

“I’m just appalled,” said Marcia Mooney, representative from the International Union of Operating Engineers, Local 39. “This really hurts our CSI people and, in the end, the City is going to be worse for it.”

Police budget hearing draws hundreds

A dramatic scene unfolded at Sacramento City Hall on Tuesday evening as more than 160 employees gathered for a press conference to protest proposed layoffs in the Police Department. The staffers held numbers up, signifying that they could be among the numbers of people laid off.

They were part of a crowd of more than 400 people that gathered at City Hall around 6 p.m. for a Sacramento City Council hearing on proposed layoffs at the Police Department.

About 80 sworn officers could be laid off if the City Council follows recommendations from Interim City Manager Bill Edgar and Interim Deputy City Manager Betty Masuoka’s proposed budget.

An additional 38 community service police staffers could be laid off. Community service officers’ duties include working with neighbors and controlling crime scenes, said Brent Meyer, president of the Sacramento Police Officers Association.

They also respond to traffic accidents and do crime prevention work, among other tasks, said police spokesman Sgt. Norm Leong.

The city currently has 701 sworn cops.

The city is examining severe cuts to city services to resolve a $39 million budget gap for the 2011/2012 fiscal year.

A new group called Protect Sacramento, led by the Sacramento Police Officers Association and Sacramento Area Fire Fighters Association Local 522, held the 5:30 p.m. press conference before the council meeting.

“We’re asking Sacramento residents to let their council members know that these public safety cuts are dangerous, they’re unacceptable and they must not be implemented,” Meyer said.

Michael Ault, executive director of the Downtown Sacramento Partnership, joined the press conference.

“We know there are tough decisions that need to be made, but they really should not be made on the back of public safety as it relates to the urban core,” Ault said.

Under the proposed budget, Fire Department “brownouts” would increase from two to six.

Two rolling brownouts are now in place, which mean that certain fire trucks and engines are out of service at various times, according to former Fire Department spokesman Jim Doucette.

Body discovered on the American River in Discovery Park

Sacramento, CA- While training on the American River Thursday, Sacramento City Firefighters, aboard Sac Fire Boat #5, discovered a body floating amongst the logs across from Tiscornia Beach, per Capt. Jim Doucette.

Doucette stated that they do not believe this is the body of George Ho who drowned just a few hundred feet downriver Sunday. Ho was wearing shorts at time he disappeared in the water; dark pants and footwear were on the body that was recovered today.

Per Doucette, "the Sacramento Police Department and the Sacramento County Coroners Office responded. Firefighters assisted with the retrieval of the body."

The case is currently under investigation.

More juvenile burglars strike the south area

Sacramento, CA- Two juvenile burglars remain at large Wednesday night. Witnesses approached a friends house in the 7900 block of Deer Creek Drive Wednesday evening, near 11 p.m. When they noticed that the people they could see in the house were not their friends, they called police.

Sacramento police arrived rapidly, however the black, male juveniles had already fled. Police set up a perimeter and found several subjects in the area that matched the description of the subjects. Police drove witnesses by the detained subjects in a "field show up" (the equivalent of a line-up in the field) to identify the burglars; however none of the detained individuals were positively identified.

Public address announcements were made in the area as K-9 units went to work in an attempt to track the seventeen and eighteen year old burglars. Air support was not available to assist with heat imaging of the area.

Things got "spirited" at American Spirit Bar

Sacramento, CA- Friday, in the very early morning hours, a bar argument ends with one shot by security officer.

Early Friday morning, an argument with multiple patrons began in the American Spirit Bar at 3270 Northgate Blvd. Witnesses stated that the bouncer succeeded in getting the disturbance moved outside in the small strip mall.

From his patrol car in the parking lot, the private security sergeant, from Northern California Impeccable Security, saw what was happening and moved in to assist. Per the security officer, when he moved to break up the disturbance, one of the subjects engaged him in a physical altercation. As the security officer wrestled the subject to the ground and got one hand cuffed, his two back up security officers moved in to control the rest of the scene. While the second security guard was engaged in a wrestling match, his pepper spray canister rolled loose. The first combatant grabbed the pepper spray canister and discharged it on the security sergeant in the face.

The Sergeant stated that at that time he warned for everyone to clear as he pulled his side arm and shot the subject in the leg. Per transport paramedics, the bullet entered the upper leg and exited around the knee.

CSI was on scene collecting evidence and Sac PD retained the security sergeant's weapons. A supervisor for the security company was contacted today, however he stated that they could not comment per the District Attorney's office. He stated that they were not trying to be evasive and would be more than happy to answer any questions in a couple of days when they are allowed to speak on the situation.

"JP", spokesperson for American Spirit Bar, refused to comment on the incident which started with the patrons in their establishment.
