From the 30th of July through the 5th of August, the department will have officers in various locations of the City, enforcing traffic violations made by drivers of motor vehicles, including motorcyclists that could lead to collisions, injuries and fatalities.

According to the Office of Traffic Safety, motorcycle fatalities have been on the rise in California, increasing 175% in the previous decade, rising from 204 killed in 1998 to 560 killed in 2008. Since then, we have seen a decrease in the number of motorcycle fatalities.

The Sacramento Police Department wants to remind motorcyclists to drive safely and defensively. Motorcyclists are also encouraged to seek training and to obtain proper license endorsement to ride. All motorists are encouraged to slow down, not drive under the influence and drive within your own limitations.

Riders can get training through the California Motorcyclist Safety Program. Information and training locations are available at www.CA-msp.org or by calling 1-877-RIDE411 (1-877-743-3411).

The Sacramento Regional Reverse 911® system is an emergency community notification tool designed to inform residents and business owners of significant incidents occurring in a geographical area within the city of Sacramento. Prior to the new feature, the system only contacted residential and business landline numbers. However, we are now offering the ability for those with mobile phones or VOIP systems to register their phones to a physical address and receive alerts when that address is included in an emergency notification.

Our Reverse911® system has been used for neighborhood emergencies where health and safety is a concern such as evacuation notices, at-risk missing persons notifications, crime series, and much more. Recently, we used the Reverse911® system to alert a small section of the Elder Creek neighborhood of a mandatory evacuation due to a hazardous materials fire occurring in the area. A recorded message was sent to all those with landline phones in the affected area.

Residents, business owners and even those employed within the City of Sacramento, can register their phone numbers to receive informative recorded messages. Because of increasing popularity and usage of cellular phones, the new feature allows us to contact more individuals living and working in the affected area.

If you work or live within the Sacramento city limits, and wish to be part of this notification system, you can register your contact information by visiting our website at www.sacpd.org. Click on the Reverse911® tab on the lower left side of the screen and follow the prompts.

As a reminder, the community can follow us on Facebook and on Twitter. Facebook is a great opportunity for the community to read about “the rest of the story”. “Like” us today. Twitter provides an instant snapshot of what is going on with the police department. Also, residents and business owners can log into our website and sign up for e-notify (email notifications of press releases, daily and helicopter activity occurring in specific neighborhoods).

All of these resources are effective ways to communicate important incidents to the residents and businesses in the city of Sacramento.

Nowadays we hear about pensions, budgets, layoffs, rising crime rates, and many other negative stories, but in police work there are many untold positive stories.

A few months ago, a Sacramento Police Department dispatcher answered a routine call from a man asking for assistance to find shelter for him, his wife and two-year-old child for the night. The family had been traveling from Washington state on their way home to Reno, Nevada, but had run out of money for gas and shelter due to unexpected car repairs near the end of their trip. The dispatcher tried assisting the caller by contacting numerous shelters, but could not find housing. Feeling concern for the family, the dispatcher and her co-workers pulled together some money for the child so that the family could get a room for the night and fill their gas tank to make it home the next day, as well as some snacks and a rubber ducky for the child.

The actions of this dispatcher are an example of many untold stories members of the Sacramento Police Department helping those in need. “We are sometimes people’s last resort,” said the dispatcher. Working with the many federal, state, and local law enforcement agencies along the route, Team SPD will honor all law enforcement officers killed in the line of duty by carrying their names, visiting local and state memorials, and encouraging media coverage of our efforts.

On average, one law enforcement officer is killed in the line of duty somewhere in the United States every 53 hours. In 2011 alone, there have already been 69 law enforcement deaths on the job, an increase of 17% from 2010.

More than seven million Americans currently abuse prescription drugs, according to the 2009 Substance Abuse and Mental Health Administration’s National Survey on Drug Use and Health. Each day, approximately, 2,500 teens use prescription drugs to get high for the first time according to the Partnership for a Drug Free America. Studies show that a majority of abused prescription drugs are obtained from family and friends, including the home medicine cabinet.

In an effort to address this problem, the U.S. Drug Enforcement Administration, in conjunction with state and local law enforcement agencies throughout the United States, will be conducting the second annual National Prescription Drug Take Back Day. The purpose of this National Take Back Day is to provide a venue for persons who want to dispose of unwanted and unused prescription drugs. Last year, the campaign was a huge success in removing potentially dangerous prescription drugs, particularly controlled substances, from our nation’s medicine cabinets. Approximately 3,000 state and local law enforcement agencies throughout the nation participated in the event. At the end of the campaign, the American Public turned in more than 121 tons of pills on the first National Take Back Day.

The California AVOID campaign is a grant funded, statewide program that publicizes the combined DUI enforcement efforts of participating law enforcement agencies. The goal is to raise awareness of the increasing problems associated with drinking and driving. Seventeen agencies are involved in the local portion of the statewide campaign, appropriately named “AVOID the 17”. Together, many of these agencies will be working in the City of Sacramento in the form of roving DUI patrols.

The enforcement efforts this week will end with a sobriety and drivers license checkpoint. The purpose of the checkpoint is to promote public safety and serves as a deterrent to potentially impaired and unlicensed drivers.

The Police Department wants to remind you that Sacramento is a great place to celebrate St. Patrick's Day, but we ask that everyone do so in a responsible manner.

The Sacramento Police Department appreciates the continued partnership and funding from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration and the California Department of Alcohol Beverage Control.

Officers received information that the PM & NC Recycling Center located at Northgate Blvd and Harding Avenue was buying stolen property. Detectives began a three week investigation into the business utilizing undercover officers to sell tools and bicycles to employees of the recycling center. The employees bought the property despite knowing that the items were stolen.

On December 28, 2010, officers arrested three suspects and recovered stolen property. The property located and believed to be stolen included 33 high end bicycles, electronic equipment, a gun, and power tools. Detectives have not been able to prove that all the bicycles were stolen due to the fact that many of the serial numbers did not show up in our data base as being reported stolen.

The Sacramento Police Department would like to remind the community to write down all of their serial numbers of their property in case they are stolen and to include their serial numbers in police reports. Serial numbers are the easiest way for police to identify property as stolen and to rightfully return it to their owners.

On January 3, 2010, at 1:21 a.m., officers responded to Nedra Court near 24th Street on the report of gunshots being heard. Upon arrival, officers located Aliyah Smith inside a residence deceased from a gunshot wound.
Homicide detectives and Crime Scene Investigators responded to the scene. Based on the investigation, detectives discovered Smith had attended a house party earlier in the night where she got into a fight with another girl. Smith left the party and walked over to a friend’s house on Nedra Court. The suspect that Smith had fought with, along with other girls, began to walk over to Nedra Court to locate Smith. It is believed that the girls were attempting to locate Smith with the intention to harm her and to retrieve property they claimed was taken during the fight. The female suspects called other individuals to come assist them which prompted one additional female and five males to respond to the area. The suspects then went over to the house on Nedra Court with the intent to lure Aliyah Smith outside and harm her. Detectives believe that at least two of the suspects were in possession of guns. The suspects called for Smith to come out of the residence and when she did not, gunshots were fired both in the air and into the house. One of the rounds hit Smith, resulting in her death.
Detectives submitted murder warrants for the suspects that went to Nedra Court with the intent to harm Smith which ultimately resulted in her death. On August 31, 2010, detectives served the arrest warrants and took the following individuals into custody:

The Sacramento Police Department has arrested 25-year-old Casey Brown for the murder of 68-year-old Bernice Nickson.

On April 10, 2010 at 4:12 a.m., the Sacramento Police Department responded to 8th Street near Capitol Mall after officers from the California Highway Patrol observed a female lying on the ground with a possible stab wound. The female was transported to U.C. Davis Medical Center where she later died from her injuries.

Homicide detectives and Crime Scene Investigators responded to the scene. Using surveillance cameras operated by Regional Transit, detectives were able to determine a general description and initial direction of travel of the suspect. A witness contacted officers at the crime scene and advised that he had located a knife a few blocks away. Detectives believe that the knife is related to this incident. Sacramento Sheriff’s Search and Rescue team was requested by detectives to assist. The Search and Rescue team used K9’s to track the suspect’s direction of travel which led to additional surveillance video from Westfield Downtown Plaza Security. The mall video led to a witness who was able to provide information for a composite sketch. Based on the composite, a Sacramento Police Community Service Officer recognized the suspect from a previous contact which led to his identity.

On April 12, 2010, the Police Department’s Career Criminal Apprehension Team located and arrested Casey Brown in West Sacramento. A motive for this crime has yet to be determined. Detectives believe that Brown stabbed and killed Nickson. Brown will be booked into the Sacramento County Jail for murder.

Detectives would like to thank the Sacramento Sheriff’s Search and Rescue team for volunteering their time, Regional Transit and Westfield Downtown Plaza Security for their surveillance videos, and the community members who came forward with information all of which helped to solve this murder.

The Sacramento Police Department is investigating a home invasion which resulted in an armed suspect being shot and killed by officers.

On March 15, 2010, at 8:35 p.m., the Police Department responded to the 2000 block of O’Neil Way on a home invasion in progress. The victim was able to call 9-1-1 advising of the ongoing crime and also left the phone line open as the armed suspect tied up the victims and began to search through the residence. The victims were later identified as a 17-year- old female and a 5-year-old male Asian.

Upon arrival, officers detained a 23-year-old male Asian as he was walking away from the area. The subject was later found to be associated with the home invasion.

A sergeant and four officers took position in front of the house. To prevent the suspect from fleeing, an officer and his K9 partner “Bandit” covered the back of the house. The officer and the K9 in the back of the house observed the suspect come out into the backyard. The suspect and the officer exchanged gun fire which resulted in K9 “Bandit” being shot in the chest. The suspect retreated back into the house and then ran out through the front door still armed with a handgun. The suspect failed to follow the officer’s commands to drop the weapon and was shot by fours officers positioned at the front of the house.

The victims were found tied up but uninjured inside the residence. The officer transported his K9 partner to an area hospital where he was last diagnosed as being in stable condition.

Detectives and Crime Scene Investigators responded to the scene. Based on the preliminary investigation, it is believed the suspect, a male Asian in his 30’s, came to the door and using a ruse gained entry to the house. The suspect produced a gun and tied up the victims. During the crime, it appeared the suspect was communicating with a second accomplice by cell phone. Detectives believe the second accomplice was the male who was detained by officers in the area. It is believed that the suspects are from out of town. It is unknown at this time why the suspects were in Sacramento and why they chose the victim’s residence as their target.
The investigation is on going and at this time no further details are being provided.

Per department policy, the officers involved in the shooting have been placed on paid administrative leave. The officers involved in the shooting have the following tenure with the Sacramento Police Department: 1, 4, 4, 5 and 11 years of service. The Sacramento Police Department is working on this investigation in conjunction with the City’s Office of Public Safety Accountability and the Sacramento County District Attorney’s Office.

On December 22, 2009, at 12:50 a.m., the Sacramento Police Department received a call of a car accident near Riverside Boulevard and Darnel Way. Officer Matt Suehowicz was first to arrive at the scene, observing the front end and passenger compartment of a 1998 Green Ford Expedition fully engulfed in flames with a male subject trapped inside. Officer Suehowicz quickly grabbed his fire extinguisher in order to get the flames back far enough to rescue the victim. Officer Suehowicz attempted to grab the driver out of the car, but could not due to the victim’s legs being trapped. Officer Richard Kawasaki arrived on scene shortly after and the two officers were able to pull the victim out of the car to safety.

The Sacramento Police Department will be increasing our enforcement near area shopping centers this holiday season in an effort to prevent auto burglaries and auto thefts.

Detectives will be working undercover, using bait vehicles and property, and patrolling areas that may attract holiday shoppers. Although auto thefts have decreased by 17.5% thus far this year, we would like this holiday season to result in an even larger decrease. The Police Department would like to remind those headed to the malls or holiday parties to take some proactive measures so that you are less likely to become a victim. The following are some suggested safety measures:

• When leaving your vehicle, always lock the doors.
• Take your parking ticket or access card with you; it’s the thief’s ticket out of the garage too.
• Do not keep loose change in the ashtray or in plain view. Leave the center console, ashtray, and glove box open to show there is nothing valuable in them.
• Do not leave any valuables in your vehicle.
• Park in a well-lit and highly visible location.
• Use a steering wheel locking device.
• Use a car alarm and alarm decals, if available.
• If you observe any suspicious persons or activity, immediately report this to parking security or contact the police.
• Have the keys ready in your hand before reaching your vehicle.
• Check the back seat before entering your vehicle.
• Don’t leave anything you can’t live without in your vehicle.

Remember, crime prevention is simple. Some of the most common items stolen from vehicles are unattended purses, wallets, cell phones, loose change, CD’s, and briefcases.

BE ALERT, BE AWARE, AND PLEASE BE SAFE.

Have you ever seen the police helicopter circling or police cars on a street and wonder what they are doing? If you have, you are not alone. The Sacramento Police Department has added some features at www.sacpd.org to help you find out what the police are doing. With the addition of daily logs, helicopter location information, Facebook, and twitter we hope to keep the community more informed.

Daily logs are posted on the Sacramento Police Department website. The logs are generated based on reports by patrol Sergeants on significant events that occur during their shift. The logs reflect activity from the day before and are normally posted by 9:30 a.m. every day.

Also on our website you will find a new helicopter graphic to the left of the screen. When our helicopter is circling an area for a significant period of time we will post on our website what they are doing.

Finally, the Sacramento Police Department will be tweeting and using Facebook. If you go to our website and click on the bottom right twitter or Facebook icon, you will be able follow the latest information being distributed by the Police Department.

We encourage people to visit our website at www.sacpd.org to take a look at all the features and information. Also, keep an eye on our website as we continue to enhance what the site has to offer.
