Well, it's summer again and my wife and I are dreading our electricity bills. Last summer SMUD whacked our checking account for a good $200+ per month-- to keep the house around 78 degrees. It's not like we're power abusers; we even hang dry clothes and hand wash dishes. The truth is: The cost of electricity has skyrocketed in recent years, and there is no end in sight. Add to this the fact that those in influential positions are doing little about it, and we have the recipe for a huge summer financial burden on already economically-ravished Sac County residents.

Despite all the "green" talk in these parts, you'd never know there was a conservation effort afoot. Almost every fast food joint and retail outlet we walk into is a frigid 70 degrees (or less). In fact many restaurants are so cold it's pointless to order warm food because it will be cold by the time you get half way through. Oh and movie theaters. Grrr. Many of them are so cold in the summer my wife and daughter actually bring BLANKETS (!) and bundle up in order to be comfortable. Something is wrong with that picture.

But here's the thing that gets me most: The hypocrisy on the part of so called environmentalists and politicians. Take one Kevin "Green Shades" Johnson for example. He is a classic example of a public figure whose "green" ideas are so big that he fails to see the conservation opportunities right under his nose. He emits copious amounts of rhetoric on his pie-in-the-sky "Green Rush," and how Sacramento can become the Silicone Valley of all things green, yet he stands by idle as Sacramento commercial consumers suck the megawatts up like an extra large Slurpee on a hot August day.

Ok before you put your virtual brass knuckles on, I'm not "hating" on the mayor. I actually like Kevin Johnson. Despite the widely held--but, in my opinion, false--perception that he only wants to be "boss mayor" so he can flex his ego, I believe he wants to see Sacramento grow in a positive direction. Problem is, the mayor's eyes appear to be bigger than his stomach, and instead of systematically tackling problems one by one (from small to large, to keep progress flowing in the right direction), he instead seems to put all his focus on enormous initiatives that only seem to bottleneck progress and pit residents against each other.

Whatever happened to "SMART" goals? Oh that's right, they only teach that stuff out in the business world. Here's a refresher: SMART goal= Specific, Measurable, Attainable, Realistic and Timely. How many of KJ's goals are "smart" according to this criteria?

It's a good thing Kevin Johnson is not responsible for the BP oil spill clean up. I can fathom his approach:

Reporter: "So Mr. Mayor, what's your game plan?"

Mayor Johnson [pulls a massive curtain down to unveil a chart on a big screen with all kinds of x's and o's and diagrams]: "Gentlemen I'd like to introduce my new "Operation Huge Scoop." It's a very simple concept. We are going to build a huge bowl that is roughly the same circumference of the Gulf. We are then going to tether a bunch of 747 airplanes together. We are then going tie the bowl to them. At an hour of my choosing the 747 pilots will fly over the gulf together, lower the bowl into the sea, and literally scoop up ALL the oil in one fell SCOOP!

Reporter: "But Mr. Mayor what happens if the tether breaks????"

Mayor Johnson: "Please address all your questions to my special assistant RE "The Scoop" Graswich. Yo Scoop come on up here and take some questions."

One big pie-in-the-sky idea after the next it seems. Perhaps this is why a growing number of people are contending that giving the job of Sacramento mayor to KJ was like giving the job of Joint Chiefs of Staff to "The Situation" (of Jersey Shore fame). While that may seem harsh, it's hard not to agree-- at least on some level--given Johnson's rhetoric and his endless stream of map-defining big ideas.

Don't get me wrong. I don't envy him. That's a steep mountain he has created for himself. Convincing Sacramento he is a worthy CEO is going to be a hard sell given his track record so far. Furthermore, I have absolutely no political or personal ax to grind (or advantage to gain) by knocking the man, so my opinions are 100% predicated on mere perceptions he himself is responsible for creating.

That's not to say leaving the previous eight year mayor in city hall was a better solution; it just underscores the fact that as long as Kevin thinks that his way is the only way,  the City of Sacramento, like any organization, will most likely--as the rule goes-- only rise to the highest level of his incompetency, and to think otherwise all but guarantees disappointment.

Back to conservation. I want to be clear:  I'm not suggesting Kevin Johnson is responsible for the energy crisis, nor am I suggesting he is responsible for fixing it. I'm only responding to his own "Green Initiative" and offering practical, "SMART" goals that he should consider embracing. So in that spirit I offer this: 

My Mayor: How about demonstrating your commitment to the environment by slam dunking home some low hanging "green" fruit------ such as commercial electricity abuse in summer months? How about enlisting twenty or thirty soldiers in your storied volunteer contingent to cruise Sacramento stores, restaurants, coffee shops. movie theaters, and other places of business, and spread awareness about energy abuse and what it is costing consumers? For businesses who aren't abusing, they could receive some "Green Shade Bucks" from you that could be redeemed for say, a photo opportunity or something. Maybe the Kings could even get involved and giveaway game tickets (surely they will have a few open seats next year).

mark, first thanks for putting your site back up (that is how i found this link). second, the mayor is doing what every other politician/person close to a microphone is doing - that is"going green" and he is doing exactly what everyone else is doing about it, nothing. i was thinking the other day, i remember going to school in the late 80s early 90s and we talked about global warming then and recycling and here we are 20 years later doing the same thing. and guess what, according to the "experts" the situation is getting worse not better.

this begs the question: what the hell are we doing? i recycle as much as i can, i don't run the water too long, like you i hand wash the dishes, i conserve my laundry loads using low water levels, etc. and i would venture to guess there are millions on this earth that do the same thing. so why are we worse? like everything in this world, it all points to the mighty dollar. why do you think, before the oil spill, BP was advertising they were using solar for everything and conserving energy and trying to find alternative energy sources, blah, blah blah. because that is where the money is going. i couldn't turn on meet the press without seeing that commercial. why would an oil company advertise they are using alternative energy? because they want you to buy it since they are now producing it. the almight dollar is still the driving force. pardon the pun, but the pipeline of dollars has switched from one direction to another, but still dumps into the same fields.

are we really helping the earth, maybe. but what in the last 20+ years would make you think what we are doing is working?

i am not saying i am going to stop, but at what point do we point the ship in a different direction?

And you are SO right about the value of conservation/recycling. Prices aren't going down, they're racing upwards at unsustainable levels. You should write an article based on your points above. Glad my article brought them out because they are excellent.

The conditioned space associated with A/C environs is one reason why we have all become so intolerant of the hot weather...we no longer acclimate to it. In my parents home, we didn't get AC until the 70's, one of my grandmothers never got it at all and lived well into her 90's. We live in California...the land of low humidity when compared to our counterparts on the East Coast...and we are especially benefited in Sacramento, where the Delta Breeze does have its magical qualities of changing stifling hot to utter blissful living in the evening. Couple that with a whole house fan...and it's an amazing transformation that can occur with your interior space every night along with exhausting the heat out of your attic space. Additionally let's not forget the benefit of the tree canopy...ever noticed the difference in temperature between a shaded street in the neighborhoods compared to an asphalt sea of a parking lot that isn't shaded? Strategic tree placement/shading has been encouraged by SMUD to help keep the south western exposures of buildings and residences cooler...all very green.

Politically nonsensically speaking I have a bone with the mayor's green initiative...As part of his Green Initiative, The Mayor, had invited city employees to join a book reading discussion club that started Friday, June 4th at 1pm on the Fifth Floor. Follow-up discussions will take place on Fridays from 1:00 – 1:30 p.m.

Reading groups are great, they have their time and place...I didn't know the city had adopted a Friday furlough plan....if they didn't, I can think of a whole lot of other things to have employees doing during that time of day. Especially given the ongoing budget deliberations, cut backs to services and looming layoffs. If we can't afford to maintain our parks, keep our pools open, maintain services levels for a variety of other city services...why would someone propose such an idea for the middle of the work day? I can't remember a reading group that I participated in that didn't occur during my hours off and definitely away from work! Kevin did preface his invitation with...In all fairness, Kevin added "be sure to check with your supervisor"

So why do employees need to buy the book...at 10-12 Bucks from a mayoral staff person? They couldn't work an electronic sharing agreement out with Mr. Jones? Isn't electronic file sharing much "greener" than individual books?

Our City Clerk just won a state wide recognition award of Clerk of the Year, based partially on "Digital delivery of the City Council Agenda and Council Staff Reports. By shifting to a digital delivery of the weekly agenda package the City saves approximately 29,000 pages of printed materials monthly and at least $50,000 annually in printing and paper costs." Now that's actually puitting action into motion.

So is there any chance that Kevin is looking to make an offer to Mr Jones to be a Green Job Czar...would that be part of the Jones introduction project? So what has Mr. Jones been doing since his abrupt departure from the white house staff?

Unfortunately, this isn't just a case of eyes too big for the tummy, it's a case of the chihuahua that refuses to back away from the rottweiler! It's a beast that's been nothing but the sound bite of every politician and they can't even do anything about it! I love the "idea" of going green as much as I love the idea of "and they lived happily ever after!" Too bad it won't happen. As long as our political system is mired in red tape and rhetoric, we'll be stuck with the same issues. The green technology will NEVER come from any government run program. It will always come from the innovations of the free market. Yeah, it sucks that somebody has to get rich but, that's just the way it is. You know who will make those businesses pay for their energy abuse? SMUD & PG&E when they both finish with installing their smart meters! Do you REALLY think they are installing those for YOUR convenience? Of course not! If they were only designed to "monitor" your energy use, the wouldn't have the sophisticated technology that will allow them to systematically shut down your power usage during peak times. (which they have) They will even eventually be able to shut off certain appliances that use more energy. So, when the government turns to the power company to ask for help, you MIGHT see something change. (Assuming of course that all the right palms are greased!)

Yeah, I would love to see our mayor or ANY mayor for that matter actually deliver on a green promise but, I think there's just as much chance of Kevin Johnson paying my SMUD bill as there is of him actually taking any real measurable action county wide!

Great article, Mark.

Just one point I'd like to make in defense of some (but not all) retail/restaurant/theater managers -- sometimes it's hard to maintain a good temperature when crowds and door openings are not consistent. Anyone who has been in a meeting room or classroom or anywhere there are a large number of exhaling bodies can attest to how it can get "stuffy" really fast, and it sometimes takes a while for the A/C to catch up when that happens.

Keith, with all due respect, "clean" and "nuclear" are mutually exclusive with current technology. Even if there are lower emissions, the danger of the waste products remains. The nuke discussion is a red herring that will keep us from focusing on far less polluting power sources that we could be exploring. The claim your talk show hosts make that we are not far enough along with those technologies, so we should not waste our time researching them, is an illogical and reactionary argument.

Jim: Actually, there are alternatives--but they don't produce as much power in the long run. So the idea is to find ways to use less power, use what we have more efficiently, and in the long run, find cleaner alternatives.

First, I would like to say that 'bombastically yours' is the best thing i've ever seen at the end of an article. secondly, I think you have an excellent notion with this cruising through Sac to check up on businesses. It is utterly ridiculous to have huge emporiums of space (ie: the movie theatre) filled with chilled air when the common man can't run his AC without fear he might not have enough for grocery. Kevin Johnson is the hope we have, and is certainly being more pro-active than I thought he would be, albeit, yes, in the wrong areas. I can't wait to attend his 'Green Initiative' conference tomorrow at Sac City College to hear what exactly the man is going to do to help us kick SMUD back into a reliable source of electricity. We all need to keep our voices heard, though, and a site like this is a great boon for our convictions and support.

You're absolutely right about SMUD's rates. Mark, your story is spot on. Pols talk good games (Obama going to kick some ass, ha!), but they seldom follow through with common sense solutions. All that hot air they spread around might be put to good use on the energy front!

5th Gen... I don't know how I missed your comment.... it seemed to suddenly appear arbitrarily in that space AFTER comments after it were posted. Something is wonky about Sac Press commenting as I have seen this happen before too. May have something to do with time settings or something..?

Anyway, GREAT insight you shared! So let me get this right: Johnson is encouraging city employees to buy an environmental book by Van Jones and inviting them to discuss the book on taxpayer dime (as long as their supervisor approves of course) for the purpose of what? More TALKING? I want to know when the talking stops and the DOING starts. When does the rubber meet the road with Kevin Johnson?

Mark: How much have utility rates gone up in recent years? How do SMUD's rates compare? Do you have any figures or statistics to support the suggestion that rising utility rates have become a crisis?

In 2008, Heather Fargo's "State of the City" address called upon the business and community leaders present to lead by example--change to compact fluorescent bulbs, turn off computers when not in use, and otherwise make personal efforts to reduce their energy use. For this, she was mocked.

It doesn't sound like it has anything to do with the intent of Johnson's "green initiative," which doesn't have anything at all to do with excess use of electricity by commercial properties. For Johnson, this is all about jobs: he wants to bring jobs to Sacramento, and if green jobs are available, he'll take them. If non-green jobs are available, like the Nestle Waters plant, he'll take them too. The "green" part is secondary to the "jobs" part, and Johnson doesn't want to do anything that might cause inconvenience or extra effort for business, because that would scare them away from Sacramento. So no, he won't send his volunteers to ask movie theaters to turn up their thermostat. That would require him to consider environmental awareness to be more than a means to an end, and I consider that unlikely.

I do expect you and everyone else to give Casey - who takes most of the comments down - a break. She is on the front lines while we try to make significant changes.

Maybe sometime I can buy you a beer. Hell, maybe I can buy everyone in these forums a beer or a marble soda. We can talk all night about it.

Ben, It's not an issue of whether I like you or not. It's a question of why you've allowed the great community resource you've provided to turn into an uncivil free-for-all. This problem isn't a new one. I'm really confused as to why you're acting like it is. Chatboards have been a popular form of communication since the late '90's. You've been in business for a couple of years. I know that I had expressed my concerns to Casey about the increasingly uncivil tone at least 6 months ago. Since then, the problem has only gotten worse. But in that time I have seen attack comments featured on your "Comments of the Day" section several times. What gives? I don't think it's unfair of me to say that the perception is out there that you are fostering this kind of attack posting to generate page views for your site. You keep denying this but the solution is very simple and could be done TODAY:

1) Outright ban of anyone who calls for violence to be committed against another poster
2) Increasing time outs for posters who attack other posters. Start with a one week ban for first time offenders. Outright ban for the third offence.
3) Outright ban of anyone who outs another poster.
4) Ban user's IP addresses, not their screen names.
5) Refrain for promoting hateful comments in your "comment of the day" section.

Anytime you'd like to grab a beer, I'm down. Old Tavern is still my a favorite place.

There are times that I wish some of these barbs, jabs, sparring etc....unrelated to the conversation at hand...could be simply forwarded to the Rant and Rave section of Craigslist....

So Ben, would it be possible to set up a Rant depository where readers could flag unrelated comments...a reader would need to sign in to flag a comment...the comment would be flagged for review and if verified moved away from the discussion....readers who abuse the flagging of comments would be removed from participating in it...additionally, ranters would have a forum to kvetch, without interfering with a discussion thread.

Just a though on an ever evolving issue.

Now we can both agree: JOHNSON DOESN'T CARE ABOUT THE ENVIRONMENT, only jobs. And that's fine. Just stop using "green" to get fans when you are not that kind of green...

I am with Tom Runge. I am fond of Ben and Casey, Sac Press is a great idea, and all that stuff, but I don't approve of Sac Press moderation practices. Ben, how about opening up moderation to community members? Let a community member with a lot of mod experience watch over the board. Your board will be cleaned up in a few short days and we can then have a nice virtual meal here as adults without having kids starting food fights.

I think you called me a "lowly blogosphere urchin with three hits per month." However in this discussion thread you seem to be crediting me for the defeat of Heather Fargo. What's it gonna be?

Indeed. The number of chances bbbbmer is afforded to straighten up his act is nothing short of a farce. He needs to be banned from this site -- not for his views, but for the outrageously disrespectful and abusive manner in which he consistently expresses them. He deserves no further opportunities. Sacramento Press will be better for it.

It's really a shame. If he were able to channel his anger into something positive or creative, he could be a great contributor to the conversation, especially with his wit and command of the language. I actually have been in agreement with a lot of things he has said, even in the months leading up to the election. I even featured one of his SacBee tirades about Johnson on my website for over a month because I thought he made some good points. I don't get how someone can harbor so much anger about a mayoral election and Kevin Johnson. I will never understand it. Laugh a little. Have a sense of humor. And whatever you do don't become so attached to a politician that it forces you to take such a stubborn position that you can't grow and continue learning. Life is all about learning and mistakes. God knows I have made a lot of mistakes in my life.... but supporting KJ over Fargo was not one of them.

As another reader suggested, perhaps you are the one who should apologize ... to Heather Fargo ... and Ray Tretheway... for painting their supporters as a group of vindictive, angry, vitriolic character assassins.. which is one of the main reasons both lost their jobs.

Please. I am probably his most prolific critic ----and my criticism of him started BEFORE he was elected. It's safe to say the man probably likes me less than he likes you. Stop kidding yourself. I know his history. I even said BEFORE the election, when Johnson got popped for cruising city hall after hours, that maybe he wouldn't make a great mayor after all. At one point my criticism became so frequent that Kerry Justin and others were posting on my site asking me why I was so hard on Johnson. Where were you when all that was happening?? Did you see Maviglio's comments on my site defending Johnson? Of course you didn't. Because you don't even go to my site! How could you possibly know what I stand for? Sorry dude but you have me ALL WRONG and you always have.

Well, you have more than given me the time of day my friend. You have given me many, many, many hours of your life, so let's not BS each other here. Look I will gladly acknowledge KJ is NOT who I thought he was going to be. It seems I am in very good company. I have written countless articles now on my site criticizing him for one mistake after the next. I also supported BOSS MAYOR website and do NOT support his strong mayor initiative. In my opinion so far KJ is a huge disappointment. So there is your acknowledgment. But I've already acknowledged this repeatedly.

As for "atoning"? Really? What esle do I have to do o mighty one? Wash your feet?? Geez dude. I don't need to atone for posting my honest opinions about Heather Fargo as a D1 resident when she was mayor anymore than you need to atone for costing her so many votes. It is what it is. I still don't think Fargo was a better choice. That's MY opinion. I won't apologize for it, nor will I "atone" for it .

I disagree 100%. Fargo sunk herself. She was totally out of touch. When crime was at its WORST she was traveling around the world on Green missions. One example of many I can cite. The problem here is that you can't fathom the idea that people might have a very REAL reason for their positions and loyalties. You want everyone to see things YOUR way and when they don't you either falsely accuse them, attack them with hurtful words, or demand they apologize and atone for their sins against you and your departed politicians. Need control much? Geez

Anytime you want to have coffee and talk like men face to face give me a call Bmr. I'm willing to sit down anytime you are. I won't divulge your identity. But don't expect an apology or "atonement" or "sucking up" to you. I haven't done anything wrong except for state opinions you don't agree with... and if that's wrong I don't wanna be right

The Rhyme Baron is my hero! Stop giving mr. non-descript consonant any energy. His name may as well be grrrrrr the way he pisses everybody off, which is his intent anyway. His comments are the equivalent of a flaming bag of poo left on your door to stomp out as he runs away laughing. A worthwhile conversation is lost because everybody is responding to his anonymous remarks.

Besides, if Mark could single handedly get someone elected, there would be a line from his door to the White House and none of us would be able to make ANY comments on any of his articles because the servers would be jammed with politicians! Although I do think he may have been a supporter of Mr Alvin Green in South Carolina...mmmm

Strychnine, the best statement you could make to Bmr is to post with your real name. If everyone started doing that, Bmr would be the only one who was anonymous in these conversations. hey mark, i saw on your "bio" here you are trying to do something with music. is there a way we can talk off-line to discuss? i am in a local band and am curious on your thoughts. and i agree about anonymity. i can't change my handle, but my bio has my name. i won't put my las name there. there is something to be said about personal privacy and identity theft these days.

As for identity theft, I hear what you are saying but I think it's highly improbable someone would steal your identity based on your first and last name alone. If you are suggesting someone might use your name and pose as you, that's also highly improbable. I have seen that happen only once (when someone posted as Steven Maviglio on the Bee with a slight misspelling of his name) and it was dealt with swiftly. I'm of the increasingly strong opinion we can not live in fear else we are going to end up like George Orwell's vision. We have to stand up to people and tell them we are not going to be intimidated by their threats and bullying. We need to come together as a community and DEMAND major media websites stop allowing this anonymous abuse on their sites. eh...i don't think it will really matter. politics is all show and no show me. an example of this is every thanksgiving all you see is politicians at soup kitchens serving turkey and mashed potatoes and smiling for the camera. how many of them are doing that today? they talk "green" today but tomorrow they will be on another hot topic.

Mark, to answer your question...I think it's ridiculous. Our mayor and council should be focused on making sure the city government is meeting its most basic obligations right now, which it does not seem to be doing, in my opinion. I would put public safety at the top of my "to do" list. I'll be the first to admit that I am a social liberal, but that doesn't mean I think the city has money to burn, particularly in light of the budget crisis. Overspending, lack of oversight, and failure to learn from the past (that is, every bubble eventually bursts), have brought our city budget to the sad state it is in right now. Every city department should be paring back to the absolute most crucial functions and they need to take a laser scalpel to every dollar that is not being spent on the most urgent needs such as public safety and health, basic maintenance of infrastructure, and investment in the future.

The best class I ever took at Sac State was one called "Bureaucracy"--from which I came away with the idea that it is in the very nature of any bureaucracy to grow beyond its original mission. It's time for city leaders and citizens to figure out what it is we really want and expect from our government (or governments, really, at all levels) and ask ourselves what are we willing to pay to have those expectations met.

Stella I am so with you on all counts. As I said, I would only condone any green flings if his volunteers did it, definitely not anyone on taxpayer time and dime. I wholeheartedly agree with you
