Those look like cormorants to me. Unlike ducks, cormorants' feathers aren't oiled to keep out water, so you'll often see them on an outcropping with their wings spread to dry off (or looking to start a fight, perhaps?)

There's a lot of birders out where I walk, and I think I have overheard them refer to these birds as cormorants.
