The city auditor’s office — vacant for nearly a year — has been brought back to life.
Mayor Kevin Johnson and three council members announced at a Tuesday morning press conference that Jorge Oseguera is the city's new internal auditor.
Most recently, Oseguera was a senior program performance auditor for the city of San Jose. He began work at the city of Sacramento Monday.
“I think the audit function is an essential element of the public’s accountability, and I look forward to meeting my objectives in meeting the public’s accountability,” Oseguera said.
He also said he would participate in preparations for an upcoming audit of the Community Development Department. The investigation will be conducted by an outside auditing firm.
The three council members — Robbie Waters, Lauren Hammond and Steve Cohn — joined Johnson to praise Oseguera.
Waters explained that the city received applications from about 12 people for the auditor position. After an interview process, the committee selected three candidates for in-depth consideration. At that point, the committee asked the entire City Council to weigh in on the three candidates, according to Waters.
Oseguera was "hands above all the candidates," Waters said.
Cohn, chair of the City Council’s audit committee, pointed out that Oseguera will be the first auditor for the city of Sacramento to be supervised by the City Council. The former auditor, Marty Kolkin, reported to the city manager.
Kolkin resigned from his position in May to accept a new job in Santa Monica.
Council members decided last year that the City Council — not the city manager — should supervise the city auditor. During a meeting in April, council members said that it would be a more transparent process for an auditor to report to the City Council, rather than the city manager.
“We look forward to working with Jorge to make sure we have the most efficient operations possible and that our citizens -- our taxpayers -- can have confidence that we are running a tight ship,” Cohn said.
At San Jose, Oseguera investigated building security, grant oversight and debt management, among other areas, according to that city’s website.
Oseguera earned his master’s degree in public administration at Syracuse University and his bachelor’s degree from California State University, Stanislaus.

I do hope that this auditor will be able to be independent from the machine that is made up of the developers and KJ. I truly believe KJ's pals at the firm of Alvarez and Marsal were hand-picked by him to feed him exactly what he and his developer supporters wanted. I am so thankful that they didn't get the no-bid contract to audit select city operations. That would have been a joke if people fell for their "free audit" bs. I think doing what the city is doing now is a better route because the auditor will be accountable to several, not just one, set of eyes.
It seems child sexual abuse allegations and fraudulent misuse of federal funds are virtues these days, at least in the warped minds of WashPo and SacBee editors who CONTINUE to put forth puff pieces at will on behalf of this guy.... If it wasn't so serious it would be like living in a topsy turvy 'bizarro' world...
All that being said, I wish this new guy good luck -- he's going to need it....
To quote the late great Zero Mostel in Woody Allen's THE FRONT, "The waters are full of sharks".... and KJ seems to be their current gang leader....
