 SCUSD budget gap grows by $10 million

School district facing eighth year of reductions

Sacramento City Unified School Superintendent Jonathan P. Raymond announced today that the district will need to reduce its 2010-11 general fund budget by $28 to $30 million. The projection was readjusted after review of Governor Arnold Schwarzenegger’s budget proposals.

Raymond said the district had expected to trim $18 million from next year’s budget but revised the estimate after the Governor’s proposals were released.

Raymond said that since 2002-03, SCUSD has cut more than $144 million from its budget. “While the news is not good, we will do what we have to do to meet the needs of our students. We will need the best thinking and efforts of everyone from our staff and parents to community members to meet this new challenge,” Raymond stated. “The priority will be students and what we need to do to create a positive future for them.” The superintendent said the district is undertaking two surveys to gather community input to create a strategic plan and budget. Focus groups were conducted earlier this week to help craft the surveys which will be posted on the district’s web site Jan. 19. “We will use our strategic plan as the filter to plan our budget for next year and beyond, and public engagement is critical to the process,” Raymond said. “We will ask whether each dollar spent and every budget cut puts kids first and supports student learning.” He said the fiscal challenge “cannot and will not” be
used as an excuse for not meeting the needs of students.

“Everything is on the table, and we will be looking at every part of the budget—not just personnel costs which represent 80 to 85 percent of our budget. This requires us to work with all of our unions to get control of our costs to ensure we create a future for our kids. We need to find savings, and we need to generate revenue,” Raymond said.

I filled out the surveys. I hope everyone takes the time to do so- even if you don't have kids. We all pay taxes for education and it's high time that the district started asking the stakeholders what they want. As parents in the public schools, the job is ours. We have to engage. As parents and taxpayers, we also have a responsibility to help determine where limited district resources will be spent; it’s an important process for establishing fair and adequate public education policies. SCUSD’s limited resources have caused instability which led to short-term planning and patchwork solutions; none of which were fiscally responsible, fair, or adequate. Always chasing one-time grant money for the latest trend has left the district fragmented and unable to maintain any consistency. Let's take the bull by the horns and work together for a better solution.

So parents and taxpayers I ask you this, do you want to be movers and shakers on this issue or do you want to be moved and shaken? The choice is yours. Please give your valuable input.
