Councilwoman Lauren Hammond outlines goals for the city

Councilwoman Lauren Hammond has the local economy on her mind. Two of her top three goals for 2010 relate to jobs and business.

Hammond said her top goal for the year will be to seek passage of her initiative to give local companies an advantage over non-local companies when bidding for city contracts. Her other goal related to the economy is to save city jobs and services, which will be her third-highest priority of the year.

Hammond, who represents several neighborhoods including Curtis Park, Hollywood Park and Oak Park, is running for Assemblyman Dave Jones’ seat against her City Council colleague Kevin McCarty. Sacramento County Supervisor Roger Dickinson is also running for the seat.

Hammond’s proposal would provide bidding preferences on city contracts for businesses located in the city and county. Under her proposal, businesses located in the city would receive a 5 percent discount on their bids; those in the county would have a discount of 2.5 percent. She said her plan is expected to be discussed later this month at a meeting of the city’s Law and Legislation Committee.

Hammond, as well as councilmembers Sandy Sheedy, Robbie Waters and Kevin McCarty sit on the committee, which examines proposed ordinances. The committee will decide if Hammond’s proposal will be considered by the City Council.

Hammond said she’s making the proposal a priority “because our businesses here in Sacramento aren’t getting business from the city of Sacramento.”

“I just think that is patently unfair,” she said.

Asked if she thinks there are challenges to getting her proposal approved, Hammond said, “I’m sure. This is an election year.” She declined to elaborate.

Hammond said her second priority in 2010 will involve a controversial development proposal in Curtis Park. “I’d like a final resolution on the Curtis Park Village proposal,” she said. “And I don’t know what means: a project that’s completed, or a project that doesn’t get done.”

The Sierra Curtis Neighborhood Association has frequently objected to the details of developer Paul Petrovich’s plan to build a residential and commercial project in the neighborhood.

The debate over the proposal has gone on for years, Hammond said. A second mediation process over the proposed development will begin soon, she said. “And my hope is, in the end, there will be a product that everyone can support.”

Hammond’s third goal will be to preserve city jobs and services in a harsh budget year. She noted that the city doesn’t have any more revenue than it did last year. “My goal this year is to keep as many jobs as we possibly can," she said, "which will maintain those programs and services that the citizens of Sacramento have grown accustomed to."

She said maintaining public safety will the top priority. “Well, of course, we have to look at public safety first, but all of the jobs in the city of Sacramento are important,” she said.

She did indeed act as the swing vote enabling KJ's SMI to advance to the June 10 ballot, and for that egregious mistake, it seems she's clinging to her Council seat, because there's not a snoballs chance in heck that she'll win her presumed Assembly race... Thank God...

I had hopes for her, but she's turned out to be just another KJ suckup... and far too displacedly arrogant for the stomachs of most who encounter her...

Well the good news is that if she doesn't prevail in the Democratic primary for the Assembly, she will be off the Council! She has been uninspiring on the City Council and hasn't grown in her ability to lead while in the public eye...

The good news for Oak Park and the other neighborhoods she is suppose to be representing is she can't run for two offices at once and we will be rid of her.

More than even KJ, she has ensured that every economic upswing bypassed Oak Park. She requires a political base of 'victims' to stay in office. I agree with BBBBmer she hasn't got a prayer at Jone's seat. One would have thought she would have figured this out, given that the last time she ran, she got less votes than a Republican would.

I'm no fan of hers (she's done nothing to support Oak Park and berates her constituents constantly!), but prioritizing local business for city contracts seems like good policy.

After dealing with her on several occasions concerning development in Sacramento I more than agree with all the posts above of how disrespectful she is to her constituents and arrogant in her reasoning.

She seeds to go.

I agree prioritizing local business for city contracts really does seem like good policy...

I don't know her reasons for her vote on SMP. Perhaps she just feels the voters should decide against it. Her vote didn't change community involvement, voices, mobilizing efforts to defeat it....

I attended a gang summit in 2005 where Hammond was present, vocal and quite frankly wasn't buying what some (hardcore gang members) were selling- and I respect that. I walked away with deep respect for her...( a real-gang summit not like the 2009 pandering summit where youth were prostituted by Mayor Johnson to attend a summit with NO resolutions, given false hopes, false promises.... ) From 2005 to present I've attended many meetings where Hammond was present and spoke against saturating Oak Park with free food, halfway houses.... She wasn't looking for/ at handout organizations saturating her district but looking for economic development... Heck I know MANY small nonprofit organizations who think their organization is the magic bullet when in reality it duplicates efforts of many others in the same district.... who get downright mad at Hammond for not buying into some of their minimual duplicating efforts... So, I don't see her having a political "victim" base... At an impressive gang summit in 2006 held by Councilmember Pannell, Hammond and Sheedy I gained even more respect for Hammond as she insisted the Directors of organizations take a seat and let the youth speak... She listened with her heart....

Councilmember Hammond has never been nasty with me, never berates me... always listens with genuine concern and respect. Hammond is honest- whether you'll like it or not, she calls it like she sees it. I don't see her as arrogant. She doesn't play games. What you see is what you get. She doesn't hide behind a entourage of special assistants therefore she'll be held accountable for her actions, inactions and reactions... She hasn't always agreed with me and I haven't always agreed with her but I genuinely / truthfully respect her.

I've had 5 years of good experiences with Roger Dickinson. I have a great deal of respect for him and especially Cortez Quinn. I've attended 4 of Dickinson's 5 youth/ gang planning meetings and various other meetings, including countless county supervisor sessions where Dickinson was/ is impressive-- I don't think I ever saw him in a cowboy hat -- LOL - But I do agree he is one of the good guys!

None of the supes are good guys...

They passed that Physical Dance Ordinance last year, and I can't support anybody who goes around trying to police personal behavior.

Nope, Roger Dickenson needs to go! (along with Susan Peters and the rest of them)

I have one Hammond impression that sticks out in my mind. It was an occasion when John Dahilig and his grandfather approached the council to complain about blight in North Sacramento. Hammond was downright rude and dismissive. Being such a political neophyte I sat there shocked wondering how in the world a public servant could treat residents so rudely and get away with it. Not long after that I I saw Fong and Waters playing grab ass on the dais while another resident was talking. Now Johnson seems to be doing the same. I find this council meeting behavior unacceptable. I don't get why people put up with it. Glad I stayed out of politics. I could never work with these people.

Hammond is a terrific representative of her district and has long gotten a bad rap because she's tenacious. Attuned observers can see through the bull and recognize the strength that it is. Women like Hillary and Pelosi haven’t let labels keep them down, Lauren shouldn’t either. Go, Lauren, go!

Lauren is indeed a passionate, outspoken and tenacious representative of her district. Unlike many elected officials today she doesn't beat around the bush or try to please everyone on all sides of an issue. So sometimes people who disagree with her say she's rude. She's a breath of fresh air, as far as I'm concerned. I love the fact that she doesn't march in lockstep with anyone -- and certainly not KJ. The only problem is that when she goes to the Assembly (yes, she will win that election), we'll lose her frank and moderate voice on the city council.
