Graswich moves from mayor's critic to mayor's advocate

Longtime Sacramento journalist and City Hall newcomer R.E. Graswich has harshly criticized Mayor Kevin Johnson, going so far as to describe Johnson as a “power-hungry pol” in a Jan. 28 column published by The Sacramento Press. Now that Graswich is working for the mayor’s office, how does he explain his move from Johnson critic to Johnson advocate?

Graswich made the “power-hungry” remark in the context of the debate over whether Johnson should take more power as a “strong mayor.” But Graswich told The Sacramento Press in an interview Wednesday that he also questioned Johnson’s ability to lead the city.

“I wasn’t also sure, frankly, in January, that Mayor Johnson could be mayor,” he said.

But after watching Johnson’s performance as mayor over the last several months, Graswich said he is now certain that Johnson has what it takes. “He’s a visionary,” Graswich said, adding that Johnson is one of the remarkable men in Sacramento who come along “once every 20 or so years.”

Graswich completed his first week Friday in his new job as special assistant to Johnson. He spent all but two years of his 37-year career in local journalism at the Sacramento Bee. Most recently, he worked as a co-anchor at KFBK and commentator KOVR CBS 13.

At City Hall, he will have roles in the areas of policy-making, media communications, community dialogue and communications between City Council members and the mayor’s office. He said he is taking a pay cut for his City Hall position, which has an $80,000 salary.

Johnson and Graswich have known each other since Johnson was 17 years old. Their reporter/source relationship has had tense points. Still, Graswich’s love for the city and willingness to fight hard for it were the reasons why he was selected for the special assistant job, Johnson said.

“He didn’t always write and say good things about me,” Johnson told reporters Tuesday. For example, Graswich didn’t believe Johnson could make it to the National Basketball Association, Johnson said.

“But he’s a man who deeply loves Sacramento,” Johnson said.

More recently, in the Jan. 28 column for The Sacramento Press, Graswich challenged the mayor’s goals to change the city from its current council/manager format to a strong mayor system. In a strong mayor government, Johnson would have more authority than he does in the current system. Graswich came down hard on Johnson in the column, writing that the strong mayor push could have been Johnson’s undoing.

“The drive to give Kevin more power and rewrite the city charter with an off-year ballot suggested arrogance and irresponsibility on Kevin’s part,” Graswich wrote. “Indeed, it could have been grounds for removal from office.”

But Graswich said earlier this week that he has “changed his tune.”

Referring to his earlier description of Johnson as a “power-hungry pol,” Graswich said: “I certainly believed that as I wrote it. And I think we’re all able to change our minds on things.”

Graswich said he objected to the strong mayor campaign because he thought the budget-crunched city couldn’t afford a strong mayor election this year. “In this economy, it would not have been right for the city to do that,” he said. “I was hoping to do whatever I could to stop that momentum behind that.”

While the strong mayor initiative is not going on the ballot this year, it will be on the June 2010 ballot.

As a reporter for the Bee, Graswich covered Johnson’s high school, college and NBA careers. “I knew [Johnson] was an overachiever,” Graswich said. “And I knew he was tenacious. And I knew that you could never underestimate the guy.”

Graswich also said he admired Johnson for returning to Sacramento and for the work he's done with his nonprofit organization, St. HOPE. At City Hall, Johnson is showing tenacity and leadership, he noted.

The former journalist’s move to the mayor’s office has drawn criticism from some quarters. Graswich said that journalists told him he had gone to “the dark side.” There has also been speculation and criticism about Graswich on the “Joe Sacramento” blog. Joe Sacramento, who declined to provide his true name, said it was a “flip-flop” for Graswich to go from harshly criticizing Johnson to praising him as a leader.

“As recent as six or seven months ago, Graswich was lambasting Johnson on your site, and now he suddenly thinks Johnson is the ‘greatest Sacramento leader in the last 30 years'?,” Joe Sacramento wrote in an e-mail. “Really? On what grounds is Johnson a ‘great leader’? Because he has rallied a bunch of college kids to intern for him? Because he wants more power? How do those things make him a great leader?”

But Graswich’s fans include journalist R.V. Scheide, the news editor at the Sacramento News & Review. “I have always admired R.E. Graswich, especially after he said nice things about me once in his column,” Scheide said. “We also both shop at Swanberg on J’s, which has the best Hawaiian shirts in Northern California.”

Scheide also observed that Graswich’s move to City Hall is one of several major career changes. “Throughout his career, Graswich has demonstrated an almost chameleon-like ability to transform himself: from sports columnist to city columnist to radio personality to KJ spokesperson,” Scheide said.

What will Graswich do at City Hall?

As Johnson’s special assistant, Graswich will have several jobs to do at City Hall. His roles could change, he said, but there are a few key duties that have so far been set aside for Graswich.

He said he will be an “emissary” in negotiations and discussions between the City Council and Johnson. Graswich will work with the public, but he said the specifics of that role haven’t yet been ironed out. He said he will also weigh in on media communications issues and strategies, while noting that he is not the mayor’s press contact.

On the policy level, Graswich will work on K Street issues and public safety matters. He said he would work with City Manager Ray Kerridge’s office, developers and the community on K Street policy. “Anything we can do to make K Street whole, I’m here,” he said.

For his public safety assignment, Graswich will work with Kerridge’s office, Police Chief Rick Braziel’s office and Fire Chief Ray Jones’s office. Graswich noted that public safety was one of Johnson’s campaign goals and promises. Between the police and fire departments, Graswich has participated in more than 100 ride-alongs, he said, adding that he gained insight into the departments. While he is not a police officer or firefighter, he is an informed civilian, he said. “In other words, there aren’t civilians that can match me on that front."

Though I am getting out of the pro bono blogging business and moving on to something more rewarding, I'd like to address something Graswich said with respect to his knowledge of public safety and ridealongs..

Graswich: “there aren’t civilians that can match me on that front."

You mean except for those civilians who have literally LIVED on the front lines, rather than observed them from the safety of a patrol car... like Rhonda Erwin... right?

I still feel this was a very politically motivated hiring decision. Ordinarily that would be fine because that is what we have come to expect from double-agenda politicos in our country; but Kevin Johnson promised he would not be one of those politics-as-usual decepticons. Hence residents hold him to a higher standard, the very standard he set for himself as it were.

I really doubt Graswich has changed his mind about Johnson. I'm not buying it.

Geez Kathleen are you Graswhich's niece or something...why two pieces in two days? Slow news day?

Obviously they are pumping the press to calm critisim of Grawhich and his selling out.

This is EXACTLY why our country is in trouble...people selling out their integrity for a pay check, almost every politician does it. I'm sick and tired of people putting their wallets ahead of their community and this country, doesn't anyone have any integrity anymore?

Oh, Great. Johnson gets Graswich. This is obviously a political front to placate all those critics who love Sacramento more than Graswich (and voted 'no' for Johnson as mayor). There are too many iffy, smelly, politically motivated stunts from the Johnson camp for this to be a legit "turnaround" by Graswich. How about a real story on the Johnson administration: explain why long time, powerful position holders are leaving his employ, citing his personal behavior as the cause (http://cbs13.com/rivers/art.director.resigns.2.1126382.html). Has Bob really read both the current charter and the BOSS Proposal?
His early rant's seemed to indicate that he had at least read the Hiltachk BOSS Proposal

The current charter assigns the approval authority of promotion and demotions within police and fire to the respective chief of the department and the city manager.
REGARDING ADVANCEMENT, THIS IS FOR PROMOTION ABOVE THE RANK OF POLICEMAN & FIREMAN RESPECTIVELY.
Ref: The current charter Article VIII sections 96, 97 100 & 101

Under the Hiltachk Boss Proposal,

Sec.40 #5 The Mayor: Shall exercise the authority, powers, and duties formerly conferred upon the City Manager as that term is used in this Charter unless otherwise expressly provided;

Sec. 60 ends with…The city manager shall serve at the pleasure of the mayor

One could easily make the case that, if passed, the Hiltachk BOSS proposal would politicize, even greater, the advancement of those officers in the public safety sector.

UNLIKE THE MAYOR AND CITY COUNCIL MEMBERS, THE CITY MANAGER HAS NEVER BEEN IN A POSITION OF ACCEPTING CAMPAIGN DONATIONS FROM INDIVIDUALS.

There are currently ~230 positions in the fire department that meet that threshold & at least 135 in the police dept. Now add those on to the 530 individuals who would serve at the mayor’s pleasure under the BOSS proposal…

Here’s an example: Currently 98 sergeants making between $72,888.00 - $88,596.00 annually or about the same as Bob's…that’s about 8 million dollars without including any benefits, retirement etc…And let’s be fair…nobody is going to go out and fire or demote these officers without due cause, however when a vacancy is to be filled…you had better be in the BOSS’s favor, regardless of the merits of your advancement…and who knows…a campaign contribution wouldn’t hurt!

Why would anyone concoct this BOSS proposal with so much corrupting potential?

And don’t forget those 530+ exempt employees…all told we are approaching 50million dollars worth of payroll under the proposed authority of an elected Politician...requiring only a 30 day residency period!

Hiltachk’s stanch rebuttal to the idea of not allowing any charter change to occur during the current mayoral term is compounded when you consider the existing history of fiscal mismanagement by the current benefactor of this BOSS proposal.

Bob has his friends in PD and FD. Johnson rallied on support from police and fire during the campaign. It will be interesting to see if Graswich will be asked to garner their support for the Boss proposal, that RE previously has never said anything positive about, or how they will interpret the language within the proposed revised BOSS charter.

The more you read the current charter and realize the responsibilities of the City Manager…that would become advisory to the mayor’s decision…The ramifications, intended or unintended, are horrific. This is but one example...

WOW! DID EVERYONE READ THE ABOVE???? THAT IS SOME HEAVY POLITICIZING , NEPOTISM, ETC.--ALL THE WORST POSSIBLE THINGS TO HAPPEN IN A LOCAL GOVERNING BODY! IT OPENS THE DOOR TO THE GREATEST CORRUPTION POSSIBILITY THIS CITY HAS EVER SEEN!!!

These sound like pretty back-handed compliments to me there.

Plus Swanberg's is ridiculous. Anyone who pays over $20 for a hawaiian shirt is affected in the head. And most of the one's at Swanberg start at $50 and go over $100.

KJ and RE bring a lot of interest to local government. It's certainly not boring anymore! Plus, I think you'll see a lot of positive improvements in Sacramento in general. For years the city just existed in some time warp, not moving foward a nano-inch.

And The Gadfly, I'm sure the mayor is rearranging his staff positions as we speak, to get you that position. BTW, I love your refreshing takes! This site could use more "diversity" in its forum posters.

Thanks Oracle, I agree, this site needs more diversity of opinions.

Now that I have had a couple of days to digest the Graswich hiring...I suddenly realized that there is a slight possibility that KJ has taken my advice, something I have posted on many sites several times. He needs to stop listening to his "yes" men and get advisors that have the ability to give him reasoned but critical viewpoints. Graswich does in fact have that ability.

The issue is this, can Graswich continue to look at proposals and actions by KJ and give him an independent analysis. That is always the problem when you hire people. If they have no spine or constitution, they will be very wary of giving honest advice. Having been an employer for a number of years, I hired bright and talented employees and cultivated a work environment where employees were never afraid of speaking their mind. Often, after hearing a different perspective, I changed the direction, or slightly modified where I was headed. I find that employees that have the ability to give strong and reasoned alternatives to be the one of the most important aspects of becoming successful; at least it was in my experience.

I think, well...I hope, that no one in Sacramento really wants KJ to fail. Regardless of his political viewpoints or actions, I want to see Sacramento continue to evolve and improve as a community.
For the Libs and Fargo supporters, just a few months ago, the press was ganging up on Limbaugh and others who publicly stated they wanted Obama to fail...there was a huge outcry by the Left that no matter what your political views, we don’t want Obama to fail America. Well, there is no difference here in Sacramento. I may be critical at times of KJ but I do not want him to fail.

I will reserve any criticism of Graswich unless it becomes apparent that he has become yet another brown nosing “yes” man for KJ.

Don't tell us that you're falling for that ridiculous "Johnson=Obama" line too, Jim! They are very different men with very different agendas and abilities. Personally I have a tough time with the idea of Graswich as someone to provide balance to KJ, as he doesn't seem interested in balance.

Sacramento has seen plenty of change before KJ arrived, they just failed to acknowledge it or blew it off because they didn't personally profit. The term "change" itself is meaningless if it isn't coupled to specific ideas.

Yeah and what change occured William..you mean the urban sprawl? Or are you speaking of the new buildings and martini bars downtown which were almost ALL partially or fully funded by the tax payers?

So I will asume from your post you are one of those that wish our Mayor to fail in improving this CIty...Nice.

This is not true. In fact, it's not even remotely true.

If by "improving this city" you mean "selling it lock, stock & barrel to real estate developers," then I suppose I'd rather that sort of improvement not occur. If by "improving this city" you mean "have the existing central city leveled so real estate developers can build a wine-bar mini-Disneyland" no, I'd rather not see that sort of improvement happen either. If you mean "convert the city government into a pseudo-dictatorship designed to encourage graft and cronyism," no, I'd rather not see that kind of change either.

William, I get that you think you know whats going on in Sacramento... But you have no idea what you are talking about. Every major bar in downtown Sacramento was subsidized by SHRA, the CIty, or CADA

BTW William when did you move here?

The photo is at least an improvement. It might be worth $80k just so we don't have to see those shirts. Can't wait to see how this unfolds.
