Hawa, I appreciate what you are doing here and the contributions you make to the Sacramento Press. I would suggest this story could be told from another viewpoint, as in Property Rights Upheld.

I don't know that I disagree, however my respect for the legal property owner trumps my personal opinion of how the land might be better used. If there was a code violation for improper use of the land , that is another matter, between the law and the property owner.
My understanding is that a good portion of that land was publically owned and zoned for an emergency shelter - I believe that the Safe Ground folks do not want to break the law - they would rather live within the law, peacefully, but the state of the law in Sacramento does not permit that. It is effectively illegal to be homeless in Sacramento. With the shelters full and closed, there needs to be a better approach to the situation.
Yea, the government should regulate the use of empty spaces with due consideration of a person's property right... unless the owner had intended to keep it open, unused at the time of purchase. One cannot sit indefinitely on a piece of land making it a mole in the whole community. It must be used as temporary shelter, I like this idea or temporary park, free auction space, free parking etc.
The debate on property rights must include the profits one makes out of its use. The government, the community, some individual whoever uses a piece of land kept open unpurposefully shall share the proceeds with the owner ONLY if used for personal/commercial gains. It can be through an agreement or legislation.
